North Korea's state media, Korean Central News Agency, reported on the 15th, "Comrade Kim Jong Un toured the natural disaster recovery construction sites in the East Coast area, including Sinpo City and Hongwon County in South Hamgyong Province, and guided the construction projects."

Chairman Kim expressed, "During the Party Foundation Anniversary celebrations, my heart was always with the capital party members and People's Army soldiers stationed at difficult and challenging outposts," and encouraged them by saying, "The capital party members and People's Army soldiers who are away from home are truly enduring great hardships."

Hamgyong Province suffered significant damage this year as typhoons "Maysak" and "Haishen" made consecutive landfalls. Earlier, Chairman Kim had revealed a handwritten letter requesting the Pyongyang Party Member Division to support the recovery efforts in the affected areas of Hamgyong Province.

The news agency stated, "Responding with passionate hearts to the fiery appeal of the Supreme Leader, the combatants of the 1st Capital Party Member Division restored tens of kilometers of broken roads and advanced to the battlefront. From September 12 to 29, within just 18 days of construction, they newly built 147 modern cultural houses in Unpo Workers' District and Kyongpo Workers' District of Hongwon County, South Hamgyong Province, as well as in Haksadae-ri, Riwon County."

It added, "Before the October holiday, they completed the assigned combat mission and have launched new battlefronts in other areas that suffered the most severe damage and lagged in recovery performance, engaging in fierce assaults to achieve even greater victories."

After inspecting the site, Chairman Kim expressed satisfaction with the construction activities of the Pyongyang Party Member Division and the military. The agency reported that Kim said, "The houses were built as well as by professional constructors," and "These houses are the crystallization of the capital party members' loyalty to the Party, and the combat power of the elite Capital Party Member Division was fully demonstrated in practice," expressing great satisfaction.
