8th KCC Audit
Google's Abuse of Power, Mobile Law, Free Network Under Scrutiny
[Asia Economy Reporter Koo Chae-eun] The upcoming National Assembly audit of the Korea Communications Commission (KCC) on the 8th is expected to focus on major issues such as Google's in-app payment system, the Device Distribution Act (Dantongbeop), free network (망) issues, and the Nth Room Prevention Act.
Members of the Science, Technology, Broadcasting and Communications Committee are expected to concentrate their inquiries on the legality controversy surrounding the mandatory Google in-app payment system, over which the KCC holds post-regulation authority.
The Device Distribution Act issue, which the KCC led discussions to amend, is also expected to arise. This is because legislative competition in the 21st National Assembly regarding the repeal and supplementation of the Device Distribution Act has intensified. Currently, the discussions on the Device Distribution Act are largely divided between repeal (proposed by Kim Young-sik of the People Power Party) and supplementation (proposed by Jeon Hye-sook, Jo Seung-rae, and Kim Seung-won of the Democratic Party of Korea).
Mentions of the complete device self-supply system, proposed as an alternative to the Device Distribution Act, are also anticipated. KCC Chairman Han Sang-hyuk expressed a reserved stance during his confirmation hearing in July, stating, "While the complete device self-supply system has positive aspects, it also has side effects and must be carefully reviewed."
The issue of network usage fees is also likely to be a key point. The KCC has been working on legislation regarding the dispute between Netflix and SK Broadband over network usage fees but has failed to reach an agreement, resulting in ongoing litigation. Issues related to the lawsuit between the KCC and Facebook over changes in Facebook's access routes are also expected to be raised. The KCC lost to Facebook in both the first and second trials and is preparing to appeal to the Supreme Court.
Additionally, the Nth Room Prevention Act, the Digital Prison, and 5G communication disputes are expected to be key issues in the KCC audit.
