[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Jindo County has selected four public officials who performed their duties actively and proactively based on creativity and expertise as exemplary public officials in proactive administration.
According to Jindo County on the 22nd, the exemplary public officials in proactive administration are Agricultural Support Division Officer Chae Seung-pyo, Regional Development Division Officer Jang Min-jae, Fisheries Support Division Team Leader Lee Byung-yoon, and Uisin-myeon Officer Hong Nan-joo.
The county selected the exemplary public officials in proactive administration through performance verification based on official records, a first practical review, and a second review by the Jindo County Proactive Administration Support Committee, which includes external civilian members.
In particular, evaluation indicators such as public satisfaction, the officer's proactiveness, creativity, expertise, the importance and difficulty of the task, and the potential for dissemination were focused on.
Agricultural Support Division Officer Chae Seung-pyo was selected as a model case for enhancing public convenience by simplifying the payment procedures of the newly implemented Public Interest Allowance Support Project for farmers and fishermen this year and proactively responding to the COVID-19 situation by operating on-site village payment periods.
Regional Development Division Officer Jang Min-jae was highly praised for completing early land compensation for the Shingi District rural village development project, which had been stagnant since the project was confirmed in 2013, and shortening the environmental impact assessment period from four months to one month by conducting administrative procedures simultaneously, leading to the project's groundbreaking in June.
Fisheries Support Division Team Leader Lee Byung-yoon was selected for improving the fisheries structure, which was concentrated on aquaculture, to a more balanced fishery, revitalizing the local economy, attracting tourists, promoting a donation culture through on-site visits and meetings with major local organizations, contributing significantly to overcoming COVID-19, and promoting Jindo's seafood.
Lastly, Uisin-myeon Officer Hong Nan-joo was selected as an exemplary public official in proactive administration for cleaning up an unauthorized garbage site used for years with village residents and creating three pleasant flower paths and flower gardens, receiving great responses not only from residents but also tourists visiting Jindo.
Jindo County plans to create a culture that favors proactive administration and encourage voluntary participation by providing personnel incentives to the four selected officials.
A Jindo County administration official said, “A creative and proactive attitude of public officials is increasingly required to create a hopeful and prosperous Jindo for its residents,” and added, “We plan to expand the selection of exemplary public officials in proactive administration in the second half of the year so that public officials actively perform their duties with a field- and people-centered administration, resolving residents' inconveniences, easing unnecessary regulations, and establishing a culture of proactive administration that residents can feel.”
