Seoul City Launches 'District Unit Plan Online Viewing Service' in 13 Districts... To Expand Citywide Next Year
Provides Parcel-Specific Building Regulations Such as Floor Area Ratio and Building Coverage Ratio, Along with Spatial Information Like Building Limit Lines and Public Open Spaces

[Asia Economy Reporter Yuri Kim] The 'District Unit Plan' information, which previously required visiting the district office in person to view paper documents, can now be checked online.


On the 20th, Seoul City announced that starting from the 21st, it will launch the 'District Unit Plan Online Viewing Service' through the map service on the Seoul Urban Planning Portal.


Until now, citizens who wanted to check the detailed contents of the District Unit Plan had to visit the relevant district office in person to browse through dozens of pages of paper books and drawings one by one. Among Seoul’s autonomous districts, only Mapo District Office provides information on district unit plans and development projects within the district through a dedicated system.


The District Unit Plan is an urban management plan that sets regulations such as building use, floor area ratio, building coverage ratio, and height. It is mainly designated in key areas such as station zones and redevelopment/reconstruction districts, functioning as regulatory information directly linked to citizens’ property rights. Therefore, detailed information on the District Unit Plan must be checked when carrying out various construction activities or development projects.


The District Unit Plan is a statutory plan that directly regulates construction activities on a parcel-by-parcel basis. Currently, a total of 482 District Unit Plan zones (104 km²) are designated and managed within Seoul. This corresponds to 28% of Seoul’s urbanized area (371.5 km²), excluding green spaces.


The newly established 'District Unit Plan Online Viewing Service' by Seoul City has built a database (DB) of detailed information on District Unit Plans across the entire city and visualized it on an internet map based on GIS (Geographic Information System). The site allows viewing immediately without installing Active-X and can be used without restrictions on internet browsers or devices (including mobile).


By simply clicking on an individual parcel on the map, users can instantly check the District Unit Plan decision information and building regulations for each parcel. Related documents can also be downloaded. Spatial information such as building limit lines and locations of publicly accessible spaces can be viewed at a glance. It is convenient to enter the address of the desired area in the search box for immediate confirmation. Difficult and unfamiliar urban planning terms are linked to explanation pages that open immediately, allowing citizens without urban planning knowledge to use the service easily.


Seoul City will initially provide a pilot service for 281 District Unit Plan zones in 13 autonomous districts including Jongno, Jung, Yongsan, Seongdong, Seongbuk, Eunpyeong, Mapo, Yangcheon, Yeongdeungpo, Dongjak, Gwanak, Gangnam, and Seocho this year. By the end of the year, the remaining DB construction work will be completed, and the service will be fully expanded to all 482 zones across 25 autonomous districts early next year.



Lee Jeong-hwa, Director of the Seoul City Urban Planning Bureau, said, "The District Unit Plan information, which previously required visiting the district office to view paper books, can now be easily checked via the internet or mobile. We expect the 'District Unit Plan Online Viewing Service' to dramatically improve citizens’ access to urban planning information and meet the contemporary demand for non-face-to-face administrative services. We will do our best to provide more convenient services to citizens."
