[Asia Economy Reporter Yoo In-ho] Korea Land and Housing Corporation (LH) held an awards ceremony on the 18th at the JW Marriott Hotel in Banpo, Seoul, for the ‘Urban Basic Concept and Three-Dimensional Urban Space Planning International Competition’ targeting the Goyang Changneung and Bucheon Daejang new towns.
This international competition, held in June this year, was conducted under the theme of ‘A Coexisting and Symbiotic City that Develops Together’ to concretize the basic development concept of the 3rd phase new towns.
The 3rd phase new towns are Goyang Changneung, covering 8.13 million square meters with 38,000 households, and Bucheon Daejang, covering 3.43 million square meters with 20,000 households.
Unlike the existing planar planning method (2D), the competition established a three-dimensional urban space plan (3D) along with the basic urban concept and the designation of specialized zones within the district. To rapidly develop the city with various companies, the ‘First Village Pilot Complex Plan (approximately 1,500 households)’ was included in the competition content.
The competition attracted participation from seven leading domestic urban and architectural firms, as well as eight overseas companies from the United States, Japan, Denmark, and the Netherlands (joint participation), representing excellent domestic and international enterprises.
As a result, for Goyang Changneung, the winning entry was the coastal architecture consortium including the U.S.-based Supermass Studio, and for Bucheon Daejang, the winning entry was the D Group consortium with the Netherlands’ KCAP Architects & Planners.
Based on the basic concepts proposed in this competition, LH plans to concretize the district plans through consultations with the MP (Master Planner) advisory committee composed of experts from various fields.
With the selection of the winning entries in this international competition, the basic urban concepts for all 3rd phase new towns have been completed. For Namyangju Wangsuk, Hanam Gyosan, and Incheon Gyeyang, district plans were established in the first half of 2021, and for Goyang Changneung and Bucheon Daejang, district plans will be established by the end of 2021, with full-scale compensation procedures also set to begin.
To allow citizens to tangibly experience the new town developments, pre-subscription will be conducted from the second half of next year for districts where procedures such as district planning have been completed.
