[Asia Economy Reporter Kwangho Lee] President Moon Jae-in officially approved the appointment of Kim Dae-ji as the Commissioner of the National Tax Service (NTS) on the 21st, marking the start of Kim's term. His inauguration ceremony as the 24th Commissioner of the NTS will be held at 3 p.m. that day at the NTS headquarters.


Commissioner Kim was born in 1967 in Busan. After graduating from Naeseong High School and Seoul National University with a degree in Business Administration, he entered public service by passing the 36th Administrative Examination. During his early career as a section chief, he gained frontline tax office experience as General Affairs Manager at the Nambu Busan Tax Office, VAT Manager at the Busanjin Tax Office, and Tax Source Manager at the Seongdong Tax Office. He also accumulated tax investigation experience while working at the Investigation Division 3 of the Seoul Regional Tax Office. During the Roh Moo-hyun administration, he was dispatched to the Blue House, where he met the current President Moon Jae-in, then the Senior Secretary for Civil Affairs, as his superior and subordinate. After his Blue House assignment, he served as the Manager of the Real Estate Transaction Management Division and the Tax Collection Division at the NTS.


After being promoted to Deputy Director, he served as the Taxpayer Protection Officer at the Central Regional Tax Office and as Director of the Honest Taxpayer Support Bureau at the Busan Regional Tax Office. Upon promotion to a senior public official, he was appointed Director of Investigation Division 2 at the Central Regional Tax Office. Following the inauguration of the current administration, he was promoted to Director of Investigation Division 1 at the Seoul Regional Tax Office. In July 2018, he bypassed the headquarters director position and directly assumed the Grade 1 post as Commissioner of the Busan Regional Tax Office. In July last year, he rose to the second-in-command position of the NTS as Deputy Commissioner.


Commissioner Kim is known for his straightforward style that does not fuss over small matters and his unpretentious personality, earning him the reputation of an 'outwardly tough but inwardly strong' type. Despite his rugged 'tough guy' appearance, which might make him seem unapproachable, he is well-regarded by superiors, peers, and subordinates alike for his free-spirited thinking and unique affability.


Earlier, the National Assembly's Planning and Finance Committee held a confirmation hearing for Commissioner Kim and adopted a confirmation report with a 'qualified opinion.' The committee stated in the report, "The candidate has played a key role in tax source management and major tax areas as Deputy Commissioner of the NTS, demonstrating the expertise and capability required of the Commissioner." They also confirmed his stance on tax support measures and the need for strict responses to high-value and habitual tax delinquents.


Meanwhile, the retirement ceremony for former Commissioner Kim Hyun-joon was held that morning. Commissioner Kim expressed his gratitude, saying, "The successful completion of the past one year and two months without major issues was thanks to everyone who trusted me and worked diligently and devotedly in their respective roles alongside me." He added, "Philosopher Professor Kim Hyung-seok said that happiness comes from sincerity and love. Although I feel excitement, curiosity, and a bit of fear about this new life and new world, I believe, as Professor Kim said, that with a sincere attitude and a loving heart, I can overcome these challenges well and live happily."
