Yongsan-gu, Focused Management of Families at Risk of Domestic Violence

[Asia Economy Reporter Jong-il Park] Yongsan-gu (District Mayor Seong Jang-hyun) will hold the first expert consultation (supervision) on integrated case management in 2020 on the 14th, with the theme of ‘Intervention Measures for Families at Risk of Domestic Violence.’

This is to address the increasing demand for case management related to domestic violence and to improve the practical skills of welfare personnel in counseling and intervening within families.

Integrated case management refers to a project that actively supports welfare recipients by linking and providing necessary services such as health, employment, housing, and education in cooperation with the local community, helping them to become self-reliant.

The consultation will take place at 2 p.m. in the meeting room of the Resident Welfare Bureau on the 5th floor of the district office building, with about 10 participants including the district’s Hope Welfare Support Group, integrated case managers, and staff from the Crisis Family Center. The invited expert is Lee Jeong-eun, Vice President of the Seoul NGO organization ‘Sotonggwa Chiyu’ (Communication and Healing).

The expert consultation consists of case analysis, Q&A, and discussions among participants. Attendees listen to lectures and share various opinions based on their own experiences through discussions.

The district expects that through expert consultation, public officials and social workers in charge will acquire response skills for families at risk of domestic violence and be able to conduct smoother case management.

The district has been holding expert consultations four times a year. The Hope Welfare Support Group holds monthly meetings to select topics requiring consultation and to find top experts in the relevant fields. These consultations provide significant help for field practitioners to understand and improve the problems faced by case management recipients.

Last month, the district established the Crisis Family Integrated Center in the district office building to systematically support families at risk. When a domestic violence report is received, the center takes the lead in handling the entire process including case classification, counseling, field visits, case meetings, and follow-up management in a one-stop manner. The center is staffed by police officers, integrated case managers, and counseling personnel working together.

Seong Jang-hyun, Mayor of Yongsan-gu, said, “Through this consultation, we will be able to discuss various case management measures for families at risk of domestic violence,” and added, “Since frontline social workers play an important role especially in high-risk cases, we will continue to operate expert consultations to enhance the capabilities of those in charge.”
