Intensive Promotion of Compliance Guidelines for Dog Owners and Dangerous Dog Owners from August to October
[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) has launched a promotional campaign from the 30th of last month through October, lasting three months, to foster a mature companion animal culture by informing dog owners and owners of dangerous dogs about compliance requirements.
As safety incidents such as dog bite accidents have been occurring continuously recently, efforts to prevent safety accidents by dog owners have become increasingly important.
Accordingly, Eunpyeong-gu is conducting a promotional campaign to prevent safety accidents such as dog bites.
The main contents of the campaign include pet etiquette to prevent dog bite accidents, compliance with safety management such as mandatory education completion for dangerous dog owners, and the mandatory subscription to liability insurance for dangerous dog owners starting from February next year.
Specifically, dangerous dog owners must manage their dogs so that they do not leave the place where they are kept.
When going out together, dogs must wear a leash and a muzzle, and entry is prohibited to daycare centers, kindergartens, elementary schools, special schools, senior welfare facilities, and facilities for the disabled.
Additionally, owners must complete a mandatory three-hour education every year, and from February next year, dangerous dog owners are required to subscribe to liability insurance to compensate for damage to others' life, body, and property caused by dangerous dogs.
Violations of these safety management duties will result in fines of up to 3 million won. General companion dogs must also wear a leash when going out to prevent safety accidents, and violations will incur fines of up to 500,000 won.
The campaign will be conducted in parks and walking trails mainly used by pet owners, animal hospitals, and densely populated apartment and residential areas, utilizing the distribution of promotional leaflets containing pet etiquette information and the posting of banners.
Mayor Kim Mi-kyung stated, “After completing the organizational restructuring to prepare administration that regards companion animals as part of the family, a heartbreaking incident occurred,” and added, “We hope that residents will take an interest and join us to establish a safe and healthy companion animal culture.”
