Private Special Project, Optimal Alternatives Considering City Financial Conditions, etc.
[Asia Economy Honam Reporting Headquarters Reporter Hong Jae-hee] Jeong Heon-yul, mayor of Iksan City, emphasized the necessity of urban park development and the importance of tree planting within the city, advocating for an eco-friendly city.
On the 13th, Mayor Jeong stated at the executive meeting, “The private special project is not about destroying existing parks and building apartments,” and explained, “We will actively promote parks that have been designated but not developed for 20 years according to our city’s conditions.”
He added, “The reason parks have not been developed for 20 years after designation is due to the enormous budget required. Nevertheless, our city deeply recognizes the need for forest creation and has found the optimal solution of a private special project considering the current financial situation.”
He continued, “About 70% of the area will be developed as a park through the private special project, and apartments will be built on the remaining land, which is expected to create a synergy effect by attracting population to the surrounding area due to the good location adjacent to the urban park.”
There are 19 urban parks in Iksan City that will be deregulated due to the sunset clause, covering an area of 3.8 million square meters, with land acquisition costs alone reaching 400 billion KRW. To prevent the disappearance of urban parks, the city is seeking a proactive solution by utilizing the private park creation special system and is regarded as a model case by neighboring cities and counties.
Also, at the meeting, Mayor Jeong instructed that this year’s Chrysanthemum Festival should not be completely canceled but have its concept changed so that citizens can fully enjoy it.
Mayor Jeong said, “Due to COVID-19, the Chrysanthemum Festival in the traditional format has been canceled, but we must promote a Chrysanthemum Festival for citizens only by changing the concept to suit the current situation.”
He further ordered, “We must block outsiders’ entry and stop events where many people gather, but chrysanthemums planted throughout the city should be exhibited so that citizens alone can enjoy the festival.” He also said, “We should create Shinhung Park and Pink Muhly gardens to turn the COVID-19 crisis into another opportunity for challenge.”
In addition, Mayor Jeong urged, “Since tree planting cannot be done during the summer season, we should instead promote planting flowers throughout the city and utilize manpower from the Hope Work Project to improve the urban landscape image, including citywide garbage collection.”
