Controversy Over Gimje City Official with History of Misconduct Still Assigned to Same Duties Gimje City Hall


[Asia Economy Honam Reporting Headquarters Reporter Hong Jae-hee] The misconduct of a transferred public official at their previous institution has come to light, raising the need to exclude them from the same duties.


According to Gimje City and Wanju County in Jeonbuk on the 30th, Mr. A, who transferred from Wanju County to Gimje City in September 2016, is currently in charge of waste-related work identical to that of his previous institution.


The controversy over Mr. A's waste-related duties arose following the recent audit results by the Board of Audit and Inspection on Wanju County's waste landfill site.


Wanju County requested a public audit in July last year after environmental pollution such as leachate leakage occurred at the waste landfill site, which had been fully restored by June 2016.


The Board of Audit and Inspection confirmed the misconduct of related public officials and released an audit report in March titled "Management and Supervision Related to Wanju County's Waste Landfill Site."


The audit revealed that Mr. A, through on-site inspections, confirmed that the waste landfill company was excessively burying solidified waste contrary to the permit conditions but did not take administrative action and overlooked the company's violations.


However, disciplinary action against Mr. A is not possible as the statute of limitations for disciplinary reasons, which is three years, has passed.


Accordingly, the Board of Audit and Inspection judged that strict personnel measures are necessary to prevent recurrence and sent official letters to Gimje City and Wanju County to use as personnel data.


In this regard, the Wanju County Council also held a press conference in March, demanding "strong measures against the misconduct of related public officials."


A Wanju County official stated, "The public officials involved in the waste landfill misconduct are no longer in the environmental department," adding, "Most of the environmental department officials have been transferred."


Mr. A, now affiliated with Gimje City, was transferred to the environmental department in January and is in charge of waste-related duties.


Some point out that despite the Board of Audit and Inspection's judgment that personnel measures are necessary, it is problematic that Mr. A still handles the same duties.


A Gimje City official said, "We were notified of the audit results by the Wanju County Planning and Audit Office only in May," and added, "We plan to use the information as reference for personnel decisions."
