Suncheon-si, Scrapping Abandoned Vehicles... Use Public Auction System, No Need to Worry About Fines


[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] High praise is being given for the collection administration of Suncheon City. The Suncheon City Collection Division (Director Moon Byung-tae) is temporarily suspending the seizure of license plates on delinquent vehicles to overcome COVID-19, and is conducting a focused investigation on vehicles abandoned in apartment parking lots and eup/myeon areas to induce public auction disposal.


The public auction disposal induction of abandoned vehicles, which began on May 4, has reached about 30 vehicles, helping to improve the residential environment's aesthetics and secure parking spaces in apartments. Moon Byung-tae, Director of the Collection Division of Suncheon City, stated, “The public auction induction of abandoned vehicles is a project that benefits both the vehicle owners, who are citizens, and the Suncheon City administration and tax revenue,” adding, “We are achieving good results by utilizing the available personnel in the situation where license plate seizure has been suspended.”


Citizen A said, “I thought that only after paying taxes could I report scrapping the vehicle,” and added, “If I had known about such a good measure earlier, I would have done it sooner,” and “I hope they don’t just send notices for fine payments but also inform us about good policies.”


Citizen A was unable to scrap the vehicle due to a fine of 460,000 KRW and left the vehicle abandoned without permission. As a result, the Suncheon City Road Division imposed road occupancy fees three times totaling 440,000 KRW, and the Suncheon City Traffic Division imposed a vehicle inspection delay fine and a fine for violating the Automobile Damage Compensation Guarantee Act totaling 1,200,000 KRW.


If the Traffic Division and Road Division, which are responsible for automobile administration, had only promoted the public auction system for abandoned vehicles or the scrapping method, citizens would not have accumulated fines or abandoned their vehicles, according to responses.


Citizen A expressed feeling “relieved” as the public auction system, a collection method to receive taxes, helped citizens escape from accumulating fine delinquencies, and hoped that many citizens would become aware of this.
