Busan Apartment Tenants Can Also Become Building Representatives View of Busan City Hall.

Busan City announced on the 29th that it has finalized and announced a partial amendment to the "Busan City Apartment Management Regulations Standard" for transparent and efficient management of apartment complexes.


The Apartment Management Regulations Standard serves as a guideline used as a standard when residents and users establish or amend apartment management regulations.


This amendment was promoted to reflect revisions to higher laws related to apartment complexes, to incorporate recommended institutional improvements, and to supplement and improve deficiencies in the operation of the standard.


The main amendment allows users and tenants, not just residents, to be elected as building representatives if they meet certain conditions, in accordance with the revision of the higher law, the "Apartment Management Act."


Additionally, the responsibilities and obligations of the management entity now include newly established duties based on recommendations from related agencies, such as cooperation with resident broadcasting during disaster alerts, guidance on the use and filter replacement of mechanical ventilation equipment, and information on in-unit evacuation facilities installed in apartments and evacuation procedures in case of fire.


Even if the members of the Residents' Representative Meeting fall below the majority, the method of bidding can be selected by gathering opinions from all residents, and new provisions regarding priority expenditure items and methods for miscellaneous income contributed by residents have been introduced to ensure smooth management and operation, thereby addressing operational deficiencies.


Other changes include strengthening the dismissal requirements for building representatives, clarifying the prohibition of concurrent positions, and revising the standards for calculating water charges per household and handling surplus funds.


There are a total of 1,128 apartment complexes in Busan City subject to mandatory management under this standard. Based on the amended standard, complexes that propose amendments with at least one-tenth of all residents and obtain the approval of the majority of all residents must report the amendment to the district mayor or county governor within 30 days from the date of amendment.


Kim Min-geun, Director of the Busan City Architecture and Housing Bureau, said, "With this amendment to the standard, we hope a transparent and rational apartment management culture will be established, providing reasonable criteria to reduce conflicts among residents."
