Seong Jang-hyun, Yongsan District Mayor, Receives Highest (SA) Rating in Pledge Fulfillment Evaluation


[Asia Economy Reporter Jong-il Park] Yongsan-gu (Mayor Seongjang Hyun) received the highest grade, SA, in the "7th Local Government Heads' Pledge Fulfillment and Information Disclosure Evaluation" conducted by the Korea Manifesto Practice Headquarters.

The 7th local government pledges cover 77 projects across six fields: welfare, education, safety, cultural tourism, local economy, and regional development. As of May, the district has completed 34 projects (44%) and is actively pursuing 43 projects. The total budget for pledge-related projects is 134.2 billion KRW, with a current execution rate of 39% (52.2 billion KRW).


Key pledge projects include the installation of air purifiers in senior centers, installation of mobility facilities at Haebangchon 108 Steps, improvement of pedestrian environments around Baemoon High School, and the beautiful completion of the Haebangchon urban regeneration project.


The installation of air purifiers in senior centers was completed in 2018 to create a pleasant and safe environment. After a preliminary demand survey, air purifiers were purchased and installed in 47 senior centers (70 rooms) that previously lacked them. Regular inspections, including filter replacements, have been ongoing.


The mobility facility at Haebangchon 108 Steps was also installed at the end of 2018. It is the first inclined elevator in a residential area in Seoul. Moving at 60 meters per minute, it takes only one minute to travel from the bottom to the top of the stairs. It secured mobility rights for the elderly and disabled and has become a popular local attraction for tourists.


The pedestrian environment improvement project around Baemoon High School (Manri Market area) was completed in 2019. The project included sidewalk expansion (from 1.1~1.5m to 2~2.5m), road pavement, installation of landscape facilities, and replacement of 19 LED streetlights. It is praised for preventing pedestrian accidents and increasing resident satisfaction.


The Haebangchon urban regeneration project will be completed this year. In 2018, Seoul City completed the creation of community facilities, and this year, the Shinheung Market environment improvement project is underway. The district has focused on creating the Haebangchon themed street and green village and is working with resident councils to establish a "collaborative governance."

Mayor Seongjang Hyun said, "We are steadily carrying out 77 pledge projects ranging from small tasks that care for residents’ daily lives to large-scale regional development," and added, "We ask for the active support of the residents."


The Korea Manifesto Practice Headquarters has been evaluating the pledge fulfillment status and performance of city, county, and district heads nationwide since March. They graded local governments on a five-level scale (SA-A-B-C-D) and publicly released the evaluation results to the media on the 26th.
