The Ministry of the Interior and Safety announced on the 26th that it will publicly notify the "Amendment to the Enforcement Rules of the Resident Registration Act," which includes these changes.
According to the amendment, from October, in terms of strengthening personal information protection, when a resident registration number is newly assigned or changed, the last six digits will be assigned as random numbers except for the first digit indicating gender.
Currently, the resident registration number consists of 13 digits including date of birth, gender, and regional code, but with this amendment abolishing the regional code, it is expected that controversies such as inferring the place of origin through the resident registration number can be fundamentally prevented.
When issuing certified copies of the resident registration, only basic information such as name, address, and date of birth will be provided in principle, and additional necessary information can be individually selected by the applicant to minimize personal information exposure.
For example, in the certified copy, the display of items such as "relationship with the head of household" can be selected, and the display of "past address changes" can be directly input for only the period for which address history is needed, thereby enhancing the public's right to choose.
Regarding the expansion of resident registration services, until now, foreigners could only view the resident household register of their real estate through Korean nationals, but if foreigners are auction participants or parties to sales or lease contracts, they will be able to directly view the resident household register of the relevant property.
Also, if the building owner, lessor, or current head of household applies in advance, an application form for the move-in notification service, which sends a text message notifying of new move-in facts, will be prepared, and to minimize inconvenience to applicants, the notification service can be revoked ex officio when the mobile phone number is changed.
In addition, the fee will be waived when issuing the first certified copy after birth registration, and for parents of national merit recipients, the fee exemption, which previously applied only to one senior parent when viewing or issuing certified copies, will be expanded to include both parents in accordance with amendments to the "Act on Persons of Distinguished Service to the State" and others.
