[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Yoo Deok-yeol) has started distributing the government emergency disaster relief funds.
The total number of eligible households in Dongdaemun-gu is approximately 156,000, with the support amounting to about 94.6 billion KRW.
On the 4th, the district paid the government emergency disaster relief funds in cash to about 18,000 households receiving basic livelihood security benefits, basic pensions, or disability pensions (only if all household members are eligible).
The total amount paid to this vulnerable group was approximately 8.44 billion KRW. However, for those whose payment accounts encountered errors on the 4th, payments will be made by the 8th.
All other residents, excluding the vulnerable groups, can apply for the government emergency disaster relief funds starting from the 11th. All online and offline applications will be conducted on a 5-day rotation system, similar to the public mask purchase system. On weekends, anyone can apply online.
The support funds can be received by choosing among credit/debit cards, prepaid cards, or local love gift certificates (paper, mobile, or card types).
Credit/debit card charging can be applied for online from the 11th via the desired card company's website. From the 18th, in-person applications (weekends not available) can be made at bank branches linked with the card companies. However, only the head of the household can apply for online credit/debit card charging, and the funds will be charged only to cards under the head of household’s name. In-person bank applications allow household members and proxies to apply. The charged amount will be credited to the card about two days after the application date.
Prepaid cards can be applied for by visiting the local community service center starting from the 18th. While the head of household is the primary applicant, household members or proxies with a power of attorney can apply and receive the card on their behalf.
Seoul Love Gift Certificates can be applied for from the 11th through a separately established website. Only the head of household can apply for the Seoul Love Gift Certificates.
Additionally, the district operates a visiting application service from the 18th for residents with mobility difficulties, where staff visit homes to accept applications. In this visiting application service, support funds are provided via Seoul Love Gift Certificates or prepaid cards.
The support funds can be used within Seoul until August 31 (usage locations vary depending on credit/debit cards, prepaid cards, Seoul Love Gift Certificates, etc.), and unused funds within the period will be refunded.
Eligibility and household member count can be checked by the head of household logging in with a certified digital signature on the emergency disaster relief fund website (긴급재난지원금.kr).
Inquiries are also operated on a 5-day rotation system, similar to applications.
The district has formed and operates an emergency disaster relief fund task force for simple and prompt support. It includes a payment task force for swift execution and payment, a project management team handling planning, budgeting, and prepaid card preparation, and a support and publicity team managing personnel deployment, IT and communication equipment support, and resident publicity. The project management team oversees the operation management team (budget and expenditure management, personnel management, donation publicity, etc.), the civil affairs management team (appeals, refund processing, call center management, etc.), and community service centers (prepaid cards, visiting applications, appeal reception, etc.).
Yoo Deok-yeol, Mayor of Dongdaemun-gu, stated, “We will do our best to promptly provide the government emergency disaster relief funds to all residents going through difficult times due to COVID-19,” and added, “We hope the government emergency disaster relief funds will help revitalize the local economy as soon as possible.”
The government emergency disaster relief funds are provided on a 'household' basis: 400,000 KRW for single-person households, 600,000 KRW for two-person households, 800,000 KRW for three-person households, and 1,000,000 KRW for households of four or more. The basis is the household registered in the resident registration as of March 29. Appeals can be made for changes in family relationships due to birth, death, marriage, or divorce occurring between March 29 and April 30.
