[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Amid the recent surge in digital sex crimes known as ‘Nth Room’ and ‘Doctor’s Room,’ which have sparked public outrage for distributing sexual exploitation materials involving minors, the Jeonnam Provincial Council is establishing legal grounds to prevent digital sex crimes.


On the 9th, according to the Jeonnam Provincial Council, Jeonnam Assemblyman Kim Hanjong has officially announced the legislative notice for the ‘Jeollanam-do Digital Sex Crime Prevention Ordinance’ that he proposed as the main sponsor.


This ordinance mandates the formulation and implementation of an annual ‘Basic Plan for Digital Sex Crime Prevention’ to prepare measures for preventing digital sex crimes, establish a monitoring system for sex crimes, improve awareness of sex crimes, and build a support system for victims to prevent the occurrence of digital sex crimes and protect victims in advance.


Additionally, to address the seriousness of digital sex crimes and improve awareness, the ordinance stipulates that digital sex crime prevention education be provided to elementary and middle school students within the province, as well as to employees of Jeollanam-do and related organizations.


Assemblyman Kim Hanjong emphasized, “According to the 2019 School Violence Survey by the Jeollanam-do Office of Education, the number of cyber sexual violence cases increased significantly from 69 in 2016 to 180 in 2018. Crimes like the Nth Room case have become increasingly sophisticated, emerging as a serious social problem.”


He added, “It is more important than anything else to prevent digital sex crimes in advance through raising public awareness among the residents of Jeollanam-do. Moving forward, I will continue to focus on preventing sex crimes and protecting victims through my legislative activities.”


Meanwhile, this ordinance bill is scheduled to be reviewed at the 340th extraordinary session of the Provincial Council, which will open on the 22nd.
