[Asia Economy Reporter Koo Chae-eun] Access blocking measures have been imposed on 40 posts that intended to sell or share sexually exploitative videos originating from the Telegram n-bunbang. Although these posts did not directly expose the sexually exploitative videos, they included content implying sales or sharing. The purpose is to prevent secondary and tertiary harm to the victims.
On the 3rd, the Korea Communications Standards Commission (KCSC) held an emergency meeting of the Digital Sexual Crime Deliberation Subcommittee and announced this decision regarding posts on social networking services (SNS). These posts implied that the content involved sexually exploitative videos related to 'Baksa Bang' and 'n-bunbang.' They specified sales prices and phrases such as 'Baksa Bang & n-bunbang → 100,000 KRW gift card,' '13 photos + 2 videos 5,000 KRW gift card,' etc.
There were also posts that posted contact information such as SNS IDs to induce the sale of illegal recordings. In particular, some posts mentioned victims' names and other personal information or included sexually exploitative content targeting children and adolescents, which required prompt action, according to the KCSC.
A KCSC official stated, "To assist victims, we plan to promote the deletion of original information through the 'International Cooperation Inspection Team' and jointly respond with related agencies by requesting investigations from the National Police Agency for punishing those involved." The official added, "General users need to exercise special caution regarding the sale information of sexually exploitative videos, which constitute serious crimes," and urged, "We ask for active reporting to the commission upon discovery."
