[Asia Economy Reporter Park Cheol-eung] It has been revealed that rapper 'Noel' Jang Yong-jun (20), the son of Jang Je-won, a member of the Future United Party, was classified as a supplementary service social service agent at the end of last year. He is currently on trial for charges including drunk driving and 'driver substitution.'


According to the military service records of Representative Jang registered with the Central Election Commission on the 31st, Jang Yong-jun was classified as Grade 4 in physical examination and designated as a social service agent on December 19 last year.


If one receives Grade 1 to 3 in the physical examination, they are subject to active duty, while Grade 4 means they will work at public institutions or social welfare organizations. Grade 5 is a wartime labor service that is only called up in the event of war.


The diseases subject to Grade 4 classification include rheumatoid arthritis, spondyloarthropathy, hypopituitarism, diabetes, moderate pulmonary tuberculosis, congenital heart disease, and others. In the case of tattoos, if they are 'severe' and cover the upper limbs (arms), lower limbs (legs), trunk (torso), and the entire back, they qualify for Grade 4.


Even if classified as a social service agent, exemption is possible. This occurs when no place is assigned for three years of service. Last year, about 11,000 people were exempted for this reason. Since the service institutions must bear the costs, there are fewer institutions willing to accept social service agents compared to the number of those classified. This year, more than 10,000 exemptions are also expected.


If sentenced to imprisonment or detention for one year and six months or longer, the individual is also transferred to wartime labor service. The prosecution received the case from the police with an indictment opinion in September last year and indicted Jang without detention in January this year on charges including violation of the Act on the Aggravated Punishment of Specific Crimes (dangerous driving causing injury), violation of the Road Traffic Act (drunk driving), aiding a fugitive, and violation of the Special Act on Prevention of Insurance Fraud. The first trial is scheduled for the 9th of next month.


Jang is accused of colliding with a motorcycle while driving under the influence of alcohol in September last year. According to the police's breathalyzer test at the time, Jang's blood alcohol concentration was 0.12%, which is above the license cancellation level (0.08% or higher). Additionally, Jang is accused of contacting an acquaintance, A, immediately after the accident to attempt 'driver substitution' and of falsely reporting the traffic accident to the insurance company.
