Gwangjin-gu Council Reviews Ordinances for Resident Benefits Including Revitalizing Local Businesses Affected by COVID-19


[Asia Economy Reporter Park Jong-il] The Gwangjin District Council (Chairman Go Yang-seok) held a standing committee meeting on the 5th and reviewed a total of 13 agenda items, including 7 ordinance proposals.


Starting with the Council Operations Committee at 10 a.m., the Planning, Administration, Welfare, and Construction Committee continued reviewing agenda items at 2 p.m. Various agenda items related to the recent COVID-19 situation were notably presented.


Among the 13 agenda items reviewed, including 7 ordinance proposals, 1 consent item, 1 plan, 1 opinion submission, 1 report, and 2 regulation proposals, the newly enacted ordinance on the coexistence and cooperation of local commercial districts in Gwangjin-gu was proposed by Vice Chairman Jeon Eun-hye. It aims to revitalize the local commercial districts, which have been stagnated due to COVID-19, and to prevent gentrification that hampers emerging commercial areas.


In particular, the ordinance stipulates necessary matters to protect local commercial districts by fostering a fair and sustainable landlord-tenant relationship through coexistence and cooperation between landlords and tenants. It allows the district mayor to operate a cooperative commercial district council and a cooperative advisory committee, enabling tenants to run their businesses with peace of mind for a long period.


Additionally, the ordinance on supporting shingles vaccination in Gwangjin-gu includes provisions to fully cover the cost of a one-time shingles vaccination for vulnerable elderly residents aged 65 or older who are recipients of the National Basic Livelihood Security residing in Gwangjin-gu, aiming to promote health among the elderly population increasingly exposed to welfare blind spots.


Among the amended ordinances, the comprehensive revision of the Gwangjin-gu Basic Ordinance on Disaster and Safety Management addresses the growing importance of disaster management due to the COVID-19 crisis. It supplements existing deficiencies regarding the operation of the Disaster Safety Countermeasures Headquarters, which oversees disaster response, and the organization and operation of the headquarters that provides integrated support at disaster sites to protect Gwangjin-gu residents from various types of disasters.


Other agenda items aimed at enhancing residents' convenience were also reviewed and all were approved as originally proposed, passing through the standing committee.


Chairman Go Yang-seok stated, “Going forward, the Gwangjin District Council will continue to discover effective ordinances in various fields that residents can directly feel, helping to properly establish local administration and contribute to revitalizing the local economy and improving residents’ convenience.”


The agenda items reviewed on this day are scheduled to be approved at the 2nd plenary session of the 231st extraordinary meeting on the 6th.
