The Story of Geumcheon-gu Office Employee A's Persistent CCTV Monitoring Leading to the Arrest of a Habitual Babari Man? On the 4th, control operators are monitoring CCTV at the U Integrated Operation Center on the basement first floor of Geumcheon-gu Office.


[Asia Economy Reporter Park Jong-il] Geumcheon-gu (Mayor Yu Seong-hoon) operates the U Integrated Operation Center, which plays a significant role in local safety by enabling control personnel to monitor CCTV without gaps, leading to the apprehension of suspects during various incidents and accidents.


According to the district, on the 4th at around 3 a.m., control personnel at the U Integrated Operation Center apprehended a habitual flasher suspect near the elevator of the overpass in the direction of Geumcheon-gu Office Station at the Doksan 1-dong branch office through persistent CCTV monitoring.


The suspect is a man in his 40s who had repeatedly committed public indecency by moving locations around Doksan-dong and Gasan-dong since January. He was caught by the Geumcheon-gu U Integrated Operation Center control personnel working the night shift that day. The suspect was arrested on the spot by police who responded to the control personnel’s report.


A Geumcheon-gu official stated, “Thanks to the dedicated sense of duty of the U Integrated Operation Center control personnel and the prompt cooperation of the local police station, we were able to apprehend a suspect who had been committing habitual crimes for a long time.” He added, “Moreover, the Geumcheon-gu U Integrated Operation Center responds swiftly to various crimes, disasters, and accidents through thorough monitoring.”


Previously, the U Integrated Operation Center control personnel detected an assault incident that occurred on February 11 at Eunhaeng Children's Park in Siheung 5-dong and a bicycle theft incident at the bicycle storage area in front of Geumcheon-gu Office Station on February 28 through CCTV monitoring.


Additionally, when the first COVID-19 case was confirmed in Geumcheon-gu on the 25th of last month, the center contributed to preventing the spread of COVID-19 by quickly tracing the confirmed patient’s movements and identifying contacts through CCTV.


Currently, the district has installed 1,980 multi-purpose CCTV cameras for crime prevention in 618 locations, including around schools, parks, and high-crime areas. At the Geumcheon-gu U Integrated Operation Center, four police officers dispatched from the Geumcheon Police Station and six control personnel work in three shifts, two teams per day, monitoring CCTV 24 hours a day to respond promptly to various incidents and accidents occurring in the area.


To enhance crime prevention and child safety, the district conducts quarterly vulnerability analyses through the Crime Prevention Council. Based on this, continuous monitoring education and practical response training are provided to strengthen control capabilities. As a result, in 2019, there were eight cases of suspect apprehension and one case of self-harm rescue, and this year, five cases of on-the-spot arrests have been achieved.


Last year, the Geumcheon-gu U Integrated Operation Center responded to a total of 9,384 cases, including 126 major violent crimes, 6,008 minor offenses, 221 disasters and fires, 1,856 safety responses such as traffic accidents, 584 juvenile misconduct cases, and 589 other incidents.


This year, to ensure residents’ safety, the district plans to newly install over 2-megapixel CCTV cameras capable of night identification in 80 major vulnerable and high-crime areas. As part of the Seoul-type New Deal Job Project, one additional hearing-impaired person with excellent concentration will be hired to support the independence of people with disabilities and strengthen monitoring functions.


Mayor Yu Seong-hoon said, “Securing the golden time is crucial to protecting residents from various incidents, accidents, and disasters.” He added, “We will do our best to create a safe city Geumcheon by introducing an AI smart CCTV selective control system to advance the control system and maximize the work efficiency of control personnel.”


The district established the U Integrated Operation Center in January 2011 to prevent crime and protect the lives and safety of residents from various incidents and accidents. The center performs various functions, including monitoring various crimes and incidents as well as disaster prevention measures such as flood and typhoon countermeasures.
