Operation of the 'Pledge Issue Map' Service to Activate Party and Candidate Pledges


[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Gwangju Metropolitan City Election Commission announced on the 24th that since the 19th, the National Election Commission has been providing the 'Republic of Korea Pledge Issue Map' service to support the policies and pledges of political parties and candidates in the 21st National Assembly election and to activate voters' pledge proposals.


The service is available on the internet (issue.nec.go.kr) and mobile.


The Pledge Issue Map visualizes big data of issues closely related to citizens' lives, reported through the People's Petition Service and news articles, by analyzing them with text mining techniques in the form of a map.


Last November, the National Election Commission signed a 'Business Agreement for Policy Big Data Analysis and Utilization' with the Anti-Corruption and Civil Rights Commission and conducted a big data analysis project on approximately 15 million petition keywords.


The Pledge Issue Map analyzed ▲14,944,578 petitions from the People's Petition Service and ▲1,306,539 news articles from news agencies from June 2016 to the second half of 2019, and provides data categorized by 17 metropolitan cities and provinces and 228 districts, cities, and counties in the fields of petitions and news (scheduled for the end of February).


On the Pledge Issue Map, users can view the ranking of issues and related words by metropolitan city/province and district/city/county, and by applying the smart filter function, they can also check petition issues segmented by gender and age.


According to the analysis of the People's Petition Service, keywords such as apartment, education, and transportation ranked high overall, with keywords like school and exam prominent among teenagers and people in their 20s, while apartments and education keywords held a high proportion among those in their 30s and older.


Meanwhile, the National Election Commission is also conducting the 'Voter Hope Pledge Proposal' until the 27th of next month, allowing voters to directly create policies and pledges.


Any citizen of the Republic of Korea can submit proposals through the 'Submit Hope Pledge Proposal' section on the National Election Commission website, and selected proposals will be delivered to elected officials through the 'Hope Pledge Collection E-Book' and will also be disclosed on the website.
