Efforts to Collect Local Taxes Stand Out with Introduction of Big Data Analysis Techniques
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Gokseong-gun, Jeollanam-do announced on the 19th that it received the Excellence Award in the local tax collection rate improvement evaluation, achieving remarkable success in the local tax sector evaluation for two consecutive years.
Last year, Gokseong-gun was awarded the Grand Prize as the top-ranked region in Jeollanam-do in the '2019 Local Tax Carryover Arrears Reduction' evaluation hosted by Jeollanam-do.
This time, it received the Excellence Award in the 'Local Tax Collection Rate Improvement' evaluation, which assessed the overall local tax collection rate performance for the entire year of 2019.
This is the first time the county has achieved excellent results for two consecutive years in the local tax collection evaluation.
With the Excellence Award, the county will receive an additional special adjustment grant of 30 million won from Jeollanam-do. It will also receive more incentives from the local allocation tax.
The local tax collection rate improvement evaluation comprehensively assessed the local tax collection rate, collection scale, and minimum carryover arrears rate from January to December 2019. Gokseong-gun’s good performance was mainly due to establishing its own comprehensive local tax arrears collection plan linked with the Jeollanam-do local tax collection comprehensive plan at the beginning of the year and conducting monthly collection activities.
In particular, the use of big data in collecting local tax arrears received favorable evaluations. By introducing 'Big Data Analysis Customized Local Tax Arrears Collection,' the county linked arrears information with credit information to present customized collection techniques for each defaulter.
Additionally, the county operated joint collection encouragement teams between the county and towns/villages in three zones (Gokseong-eup zone, Seokgok zone, Okwa zone), and efforts to jointly seize license plates of delinquent vehicles in cooperation with related organizations for automobile tax collection also stood out.
The county also focused on publicity to encourage residents to voluntarily pay their arrears. Through continuous and multifaceted encouragement of arrears payment via media coverage and the community newsletter Dongak News, among others, efforts were made to promote voluntary payment.
A Gokseong-gun official credited the achievement to the active cooperation of residents with the mindset that “the taxes I pay greatly contribute to making Gokseong a happy place for all.”
He added, “We plan to do our best in reducing arrears this year as well to achieve good results,” and earnestly requested residents’ voluntary payment of local taxes.
