Complete Survey of All Single-Person Households of All Ages in Mapo-gu by April 24... Conducted Alongside the First Half of 2020 Resident Registration Fact-Finding Survey Until March 20... Building Safety Net Linked with 'Mapo Anbu Call! Mobile Safety Care Service' and 'The-Eum Project'
[Asia Economy Reporter Jongil Park] Mapo-gu (Mayor Yudonggyun) is conducting the ‘2020 First Half Resident Registration Fact-Finding Survey’ and a ‘Complete Survey of Single-Person Households’ to identify households at risk of solitary death.
The resident registration fact-finding survey is conducted to align resident registration details with actual residence status, thereby understanding population movement and clearly operating the resident registration system, which is fundamental to administrative affairs.
The ‘2020 First Half Resident Registration Fact-Finding Survey’ is being conducted from the 7th of this month until March 20th, targeting 374,035 people in 16 neighborhoods of Mapo-gu. To this end, joint survey teams are formed at each community service center, visiting each household in the respective neighborhoods to verify residence status.
During this period, each community service center focuses on verifying the consistency between resident registration details and actual residence, investigating unreported or inaccurately reported changes of residence, and promoting re-registration for those whose resident registration has been canceled or registered as unknown residence for various reasons.
Alongside this, a complete survey of single-person households is also being conducted to identify welfare blind spots and households at risk of solitary death within the community.
With the recent increase in single-person households causing various social issues such as solitary death, the district has prepared a plan to identify households at risk of solitary death among single-person households of all ages residing in the area, conducting the fact-finding survey from the 20th of last month until April 24th.
The single-person household survey is conducted by providing preliminary education on identifying solitary death risk households to welfare community leaders at the community service centers conducting the resident registration fact-finding survey, then selecting the first-risk households among the total 73,651 single-person households residing in Mapo-gu.
Subsequently, welfare planners and neighborhood officers at the community service centers conduct in-depth investigations related to housing, economy, health, and social interactions for the selected first-risk households.
For households identified as at risk of solitary death or social isolation through the in-depth investigation, continuous management will be carried out in connection with social safety net projects promoted by the district. This includes the Deo-eum Project, which provides integrated health-welfare-medical services, and resident network formation projects utilizing neighbors’ watch programs to help build social networks for households at risk of solitary death.
In particular, this year the district newly introduced the ‘Mapo Check-in Call and Mobile Safety Care Service’ using IT technology, which analyzes mobile phone usage history of households at risk of solitary death over a certain period (1 to 10-day cycles), conducts a second automatic check-in call to confirm safety, and if unconfirmed, care personnel from the community service center visit the home directly to establish a more thorough safety net.
The district enacted the ‘Ordinance for the Prevention of Solitary Death and Expansion of Socially Isolated Household Safety Nets’ in January 2018, and in 2019 conducted a survey targeting middle-aged and older single-person households with housing vulnerabilities, identifying 287 households at risk of solitary death. The district provides continuous support by linking public benefits, emergency support, private service support, and the Care SOS Center project, preparing various measures to create a Mapo without solitary death.
Mayor Yudonggyun of Mapo-gu said, “With the increase in single-person households, solitary deaths and reclusive isolated households are increasing, and the number of vulnerable groups requiring regular monitoring is growing. Since the complete survey of single-person households and the resident registration fact-finding survey are procedures promoted to enhance administrative efficiency and residents’ convenience, we ask residents to actively cooperate when surveyors such as community leaders visit their homes.”
