Daejeon City, Comprehensive Survey and Systematic Maintenance of Autonomous Regulations

[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City announced on the 25th that it will conduct a comprehensive survey this month to identify unreasonable local ordinances and regulations (ordinances and rules) that are unrealistic or violate higher-level laws, and carry out a year-round systematic revision.


The comprehensive survey will review the currently enforced 699 local ordinances and regulations (580 ordinances and 119 rules) for ▲non-reflection of enactment or amendment of higher-level laws ▲whether there is deviation, contradiction, or violation of the delegation scope of higher-level laws ▲practical ineffectiveness or unnecessary matters ▲support for policy projects of the 7th elected administration and resolution of citizen inconveniences ▲regulatory improvements following the implementation of the burden of proof system for regulations.


After the comprehensive survey, the city plans to establish a legislative (revision) plan for local ordinances, complete the revision by the end of the year after review by the responsible departments and consultation with the Ministry of Government Legislation. The purpose is to respond promptly to the frequently changing administrative environment and minimize citizen inconveniences.


Previously, Daejeon identified local ordinances subject to revision through its own comprehensive survey last year and collaboration with related agencies such as the Ministry of Government Legislation and the Ministry of the Interior and Safety, revising 104 local ordinances.


Lee Gun-ju, the city’s legal affairs officer, said, “We will actively identify unnecessary regulations through the comprehensive survey and focus on revising them. Furthermore, the city will continue to do its best to enhance legal conformity with higher-level laws and to prepare and operate high-quality local ordinances.”
