Designation of Active Administration Officer, Enactment of Active Administration Operation Ordinance, Special Promotion for Outstanding Public Officials, etc.
[Asia Economy Reporter Jong-il Park] Seodaemun-gu (Mayor Moon Seok-jin) is promoting the activation of ‘Active Administration’ so that its public officials can handle tasks proactively and actively based on creativity and expertise for the public interest.
To this end, the district designates the Audit Officer as the ‘Active Administration Officer’ and enacts the ‘Active Administration Operation Ordinance.’
Additionally, it establishes an active administration promotion system through ▲ the formation and operation of the ‘Active Administration Support Committee’ ▲ the creation of an ‘Active Administration Corner’ on the website ▲ mandatory employee training to strengthen the mindset.
Furthermore, the district plans to discover and disseminate excellent cases of active administration, select outstanding public officials, and provide incentives such as special promotions, preferential performance bonuses, and awards.
In this process, the criteria for judging active administration will be based on ‘acts for the promotion of public interest,’ ‘acts based on creativity and expertise,’ and ‘proactive acts,’ along with ‘the act itself rather than the result of the act.’
In particular, the district plans to further activate the ‘Pre-consultation System’ and the ‘Active Administration Exemption System,’ which are operated to protect and support public officials practicing active administration, in the new year.
According to the ‘Pre-consultation System,’ each department can request pre-consultation from the audit department on matters where regulations are unclear or there is no precedent, causing hesitation in active administration.
In response, the audit department provides opinions through internal review or requests to the Board of Audit and Inspection.
Through the ‘Active Administration Exemption System,’ which exempts or reduces responsibility if there is no intentional or gross negligence when a mistake occurs while proactively handling tasks for the public interest, public officials can work actively without the burden of disciplinary action. It is presumed that the active administration exemption criteria are met even when tasks are handled according to the audit department’s ‘pre-consultation’ opinions.
Along with operating these systems, legal advice and litigation support necessary for active administration will be provided concurrently.
Moreover, the district will periodically check whether the active administration promotion system is functioning properly and take strict measures against passive administration.
