Guro-gu Receives Prime Minister's Commendation for 'Autonomous Internal Control Evaluation'

Evaluation of 243 Local Governments Nationwide Led by the Ministry of the Interior and Safety... Contributing to Minimizing Public Service Corruption and Administrative Errors... Achieved Excellent Results in All Detailed Evaluation Indicators... Also Operating Integrity Certification System, Happy Call, and Ombudsman System

[Asia Economy Reporter Jong-il Park] Guro-gu (Mayor Lee Seong) received the Prime Minister's Award in the '2019 Autonomous Internal Control Evaluation' hosted by the Ministry of the Interior and Safety.

The award ceremony was held on the 16th at the Arpina Hotel in Busan.

'Autonomous Internal Control' is a system designed to prevent administrative errors and corruption that may occur during work processes in advance and to enhance transparency and efficiency of work through the Cheongbaek-e system, self-diagnosis system, and public officials' self-management system. It is conducted nationwide targeting 243 local governments (17 metropolitan cities and provinces, 226 cities, counties, and districts).

Guro-gu was selected as the recipient of the Prime Minister's Commendation, ranking first in Seoul and achieving an S grade for two consecutive years in this evaluation conducted from January to September last year in two areas: internal control activities and operational foundation, ranking second nationwide.

It achieved excellent results in all detailed evaluation indicators such as the 'Cheongbaek-e system' that monitors various administrative information systems, the 'self-diagnosis system' where welfare, construction, and permit officers conduct self-prechecks, and the 'public officials' self-management system' to improve employees' ethical awareness.

In addition, Guro-gu has implemented various policies to prevent corruption and improve integrity.

To create a transparent organizational culture, it established systems such as the Integrity Certification System, which manages integrity tasks for individuals and departments throughout the year; the Ombudsman Hearing Attendance System, which allows ombudsmen to attend hearing procedures conducted before administrative dispositions; and integrity discussions to raise employees' integrity awareness.

Furthermore, it secured fairness in work processing through meticulous recall systems such as integrity text messages, mobile surveys, and integrity happy calls.

As the first basic local government nationwide, it newly established the Citizens' Audit Ombudsman System, which allows audits up to the mayor, and operated the Integrity Meal Ticket System to eradicate hospitality, thereby enhancing trust in construction management, supervision, and contract areas.

A Guro-gu official said, "We are pleased that the efforts to create a corruption-free and honest Guro have led to this award," and added, "We will continue to do our best to operate the district administration trusted by residents."
