51 Public Institutions in Chungcheong Region to Mandatorily Hire Local Talent Starting May

[Asia Economy (Daejeon) Reporter Jeong Il-woong] From this year, the hiring of local talents at public institutions located in Daejeon will be mandatory. In particular, with the wide-area integration of the Chungcheong region, the scope of institutions required to hire local talents will expand to public institutions located in Sejong, Chungnam, and Chungbuk.


Daejeon City announced on the 15th that, according to the amendment of the Innovation City Act, mandatory hiring of local talents at public institutions in Daejeon will be applied starting May 27.


The amendment to the Innovation City Act stipulates that 20 public institutions in the Chungcheong region?including 17 in Daejeon, 1 in Sejong, 1 in Chungnam, and 1 in Chungbuk?are required to hire local talents.


Initially, Daejeon was excluded from the Innovation City Act and thus did not benefit from the mandatory local talent hiring at public institutions. However, with the amendment, not only will local talents be mandatorily hired at public institutions within Daejeon, but due to the wide-area integration of the Chungcheong region, they will also have hiring opportunities at public institutions located in Sejong, Chungnam, and Chungbuk.


The mandatory local talent hiring ratio will increase to 24% this year, 27% next year, and 30% from 2022 onward. Reflecting this, the scale of mandatory local talent hiring at 17 public institutions in Daejeon (based on last year’s hiring plans) is expected to be about 720 people this year, 810 next year, and approximately 900 from 2022 onward.


Especially, if the mandatory hiring scope expands to 51 public institutions in the Chungcheong region, about 1,000 hiring opportunities will open this year, which the city expects will increase employment opportunities for local talents in Daejeon as well.


The qualification for local talents subject to mandatory hiring at public institutions will be granted upon graduation from high school or university in the Chungcheong region, regardless of place of origin. For example, when a public institution hires high school graduates through open recruitment, local high school graduates are included; when hiring university graduates, those who graduated from local universities are included.


Also, if a person graduates from a local high school and then graduates from a university in Seoul, they do not qualify as local talent. Conversely, if a person graduates from a high school in Seoul and then graduates from a university in the Chungcheong region, they are included in the local talent selection.


The city will hold a joint recruitment briefing session between May and June with the Ministry of Land, Infrastructure and Transport and 51 public institutions in the Chungcheong region to introduce related information.


A city official said, "With the expansion of the mandatory local talent hiring scope to the Chungcheong region, we expect employment opportunities for local talents to broaden," adding, "The exact hiring scale of public institutions will be disclosed at the recruitment briefing session.”
