It has been another week of the world going "Gangnam Style" and PSY has confirmed that he will belt out the tune half-naked in front of Seoul's city hall.PSY, who had pledged to dance topless in front of a massive number of crowd if the hit single tops the Billboard Hot 100, said at Seoul's Jamsil Gymnasium Tuesday that he will keep his vow at the Seoul Plaza Thursday at 10 p.m. KST, whether he becomes No. 1 on Billboard or not."I'm currently at No. 2 on the chart.
