Governor Jintae Kim Launches "Resident-Engaged Administration" in Chuncheon with 5,000 Attendees

This report meeting was promoted as part of the 2026 provincial administration direction, "Resident-Engaged Administration," and is the first of a series of region-specific provincial report meetings to be held in Chuncheon, Wonju, and Gangneung. The event was organized to directly explain major provincial issues to residents and to listen to feedback from the field.
Approximately 5,000 residents filled the venue for the event, which was also attended by key figures such as National Assemblyman Kiho Han, Kangwon Provincial Council Chairman Sisung Kim, Hongcheon County Governor Youngjae Shin, and Superintendent of Education Kyungho Shin.
At the meeting, Governor Jintae Kim personally explained the main provincial issues using a presentation.
Governor Kim first reported on the progress of the "Third Amendment to the Gangwon Special Act," emphasizing, "Gangwon Province must not be left behind with the launch of the Unified Special City."
He also expressed gratitude to the residents who traveled to the National Assembly in cold weather on the 9th, stating, "By uniting the strength of our residents, we will ensure the passage of the third amendment to the Gangwon Special Act together with the people of the province."
Governor Kim continued by providing updates on Gangwon's seven key future industries, including bio and semiconductors, as well as the progress of Gangwon's SOC (Social Overhead Capital) projects.
He explained, "We are currently promoting a future industry development project comprising 120 initiatives with a total scale of 4 trillion won. This means we are launching a new project approximately every ten days."
Regarding SOC projects, he stated, "A total of eight projects, including the Second Gyeongchun Expressway and the Yongmun-Hongcheon Metropolitan Railway, have passed preliminary feasibility studies and are currently underway."
He also provided updates on current issues specific to the Chuncheon area.
Governor Kim explained, "The construction of the new provincial government office is scheduled to begin in March. The existing government office will be repurposed as a cultural space, and affiliated agencies will be moved into the annex and other buildings to maintain the number of people on-site and preserve the core functions of the original downtown area."
He went on to say, "Based on the Gangwon Special Act, we will boldly ease military and agricultural land regulations and do our utmost to restore residents' property rights and other rights."

Governor Kim then held a discussion session with residents, communicating with them directly on site.
Various suggestions were raised, including expanding investment and support for youth bio companies, requests for additional regulatory relief, and proposals to introduce a half-price agricultural machinery support program.
Meanwhile, the next regional provincial report meetings are scheduled to be held in the Wonju area on March 14 and the Gangneung area on March 28.
