Comprehensive Ordinances for Welfare, Safety, and Agriculture Proposed
Field-Oriented Legislative Achievements Highlighted, Drawing on 34 Years of Administrative Experience
Park Shinyoung, a proportional representative of the People Power Party in the Cheongsong County Council, has proposed a total of 21 autonomous legislative bills over the past four years, continuing her efforts in legislation closely tied to everyday life.
Her broad legislative achievements include 18 ordinance bills, 2 partial amendment ordinances, and 1 set of rules, laying the groundwork for policies that span welfare, safety, agriculture, and administration, thereby supporting all aspects of residents’ lives.
Park has focused on field-oriented policy development, drawing on her 34 years of administrative experience as a public official in Cheongsong County. She is currently serving as a board member of the Gyeongsangbuk-do Volunteer Center, where she is also involved in public service activities for the local community-a continuation of her commitment to resident-oriented legislative work.
In particular, she has distinguished herself by pushing for legislation to address population aging and protect vulnerable groups. Park has consecutively introduced ordinances in the field of elderly welfare, such as the operation and support of senior community centers, improving the treatment of nursing care workers, preventing elder abuse, and supporting dementia management, thereby contributing to the strengthening of care systems. In addition, she has pursued safety-related legislation, including ordinances supporting residents affected by fires, managing the safety of building demolition work, and preventing construction defects, focusing on disaster prevention and building a safety net for residents.
Park has also developed effective ordinances in agriculture and the local economy. The ordinance supporting the distribution of substandard agricultural products is seen as providing an institutional foundation for stabilizing farm income and enhancing the competitiveness of local agricultural produce. The ordinance supporting foreign seasonal workers is regarded as a meaningful policy for alleviating the rural labor shortage. Amendments to ordinances supporting agriculture, rural areas, and the food industry are also viewed as measures to improve the structure of local agriculture.
Additionally, Park has expanded the scope of policy by enacting ordinances on public funeral support, creating a women-friendly city, supporting diligent taxpayers, and preventing losses from electric communications financial fraud, all of which aim to stabilize residents’ lives and broaden the community’s social safety net.
She has also worked to improve the operation of the county council itself. By partially amending the ordinance on the service of local public officials, revising the operation of council research groups, and completely revising the rules for the council’s organizational structure and work assignments, she has contributed to strengthening the council’s functions and improving organizational efficiency.
In local political circles, Park is described as a “practical legislator who listens to residents on the ground first and quickly translates their opinions into policy.” This is attributed to her administrative experience, which enhances the feasibility of policy implementation and her focus on proposing ordinances that directly reflect the needs felt by residents.
The competitiveness of grassroots councils derives from their ability to resolve everyday issues. Park’s legislative activities are significant in that they reflect, in a balanced way, the structural challenges Cheongsong County faces, such as population aging, rural labor shortages, and safety concerns.
