Six Categories Including Jeonse Fraud and Transaction Reports
The Eunpyeong District of Seoul (District Mayor Kim Mikyung) has established an artificial intelligence (AI)-based "Real-Estate Civil Complaints AI Consultation Service" that provides real-estate civil complaint consultations 24 hours a day, and will begin full-scale operation on March 3.
This service was introduced to reduce the burden of consultation work caused by the increase in real-estate-related inquiries and to create an environment in which residents can conveniently receive consultations without time constraints.
The service is operated through the KakaoTalk channel "Eunpyeong District Office Real Estate Information Division." After adding the channel and entering an inquiry, an AI chatbot immediately provides an answer, and during working hours, the responsible public official also offers one-on-one chat consultations to provide more detailed guidance.
The consultation areas consist of six categories in total: reports on opening, changing, or closing a real-estate brokerage business; applications for land transaction permits; prevention of and support for damages from Jeonse fraud; real-estate transaction reports (including housing lease reports); and guidance on key real-estate information. It also provides information on revisions to relevant laws and major policy updates.
In particular, this project was planned and built directly by Eunpyeong District Office employees without any additional budget, thereby achieving both administrative efficiency and cost savings. The district also created the character "Butoki" to improve residents' access to the service.
Eunpyeong District plans to continuously improve response accuracy and content quality by analyzing consultation data and conducting user satisfaction surveys, and to immediately reflect any revisions to laws and changes in processing standards.
District Mayor Kim Mikyung said, "We have established a system that can promptly provide guidance on real-estate civil complaints around the clock," adding, "We will continue to improve the service so that residents can use real-estate information more conveniently."
