Transformation into a Landmark Complex with 49 Floors and 5,893 Units
The reconstruction of Eunma Apartment in Daechi-dong, Gangnam, Seoul, is gaining momentum. The Seoul Metropolitan Government has shortened the standard processing period for the Eunma Apartment reconstruction by three months and plans to begin construction by 2030.
On February 27, the Seoul Metropolitan Government announced that the integrated review for the Eunma Apartment reconstruction maintenance project had been approved across eight areas: architecture, landscape, transportation, education, environment, fire safety, disaster prevention, and parks. For the Eunma Apartment reconstruction, the standard processing period, which usually takes a total of 280 days, was reduced to 185 days. The city omitted the preliminary review meeting for the environmental impact assessment, which was previously conducted before the integrated review, and streamlined procedures by carrying out various administrative preparations in advance.
The Seoul Metropolitan Government plans to promptly advance the Eunma Apartment reconstruction project based on the results of this integrated review. It aims to complete approval for the project implementation plan within this year, secure approval for the management and disposal plan in 2027, and begin construction by 2030.
Built in 1979, Eunma Apartment had been pursuing reconstruction since 1996, but the project stalled due to various regulations and conflicts among residents. However, last year, momentum picked up as the project was designated under Seoul's Fast-Track Integrated Planning 2.0. In September last year, the Seoul Urban Planning Committee approved a revised reconstruction and maintenance plan to transform Eunma Apartment into a large complex of up to 49 stories and 5,893 apartment units.
The Eunma Apartment reconstruction will include the creation of parks for local residents at two locations: the Daechi-dong academy district (Eunma Apartment Entrance intersection) and the area around Hakseoul Station, thus improving the local residential environment alongside the supply of a large-scale apartment complex. A 20-meter-wide public pedestrian passageway will also be constructed running north to south through the center of the complex.
For the first time in a maintenance project, public housing for sale will be introduced to Eunma Apartment. This marks the first case in which public housing for sale is combined with private-led reconstruction, and an additional 655 units will be supplied by applying a special floor area ratio for station area complexes (from 300% to 331.9%).
Choi Jinseok, Head of Housing Policy at Seoul Metropolitan Government, stated, "The passage of the integrated review for Eunma Apartment, a symbol of reconstruction in the Gangnam area, will serve as a successful example of Fast-Track Integrated Planning 2.0. The Seoul Metropolitan Government will do its utmost to achieve the swift commencement of construction for 310,000 housing units by 2031."
