40 Projects Reviewed at First Representative Council Meeting
Reorganizing a Tangible, Resident-Centered Welfare System

On February 24, Cheongsong County held the 1st Representative Council meeting of the Community Welfare Council at the county office to review the outcomes of its local welfare policy initiatives and examine future tasks.

The meeting was attended by 15 members of the Representative Council, including Cheongsong County Governor Yoon Kyunghee, who serves as the public chair, and private sector chairperson Lee Sangchun. They shared the results of the 2025 Community Welfare Plan, and discussed evaluation outcomes and directions for improvement.


The Community Welfare Plan is a four-year mid- to long-term plan established under the Act on the Use and Provision of Social Security Benefits and the Search for Recipients. It comprehensively reflects local welfare needs and resources. Based on this plan, Cheongsong County has drawn up annual implementation plans each year and has enhanced policy completeness through continuous monitoring and evaluation.


Under the slogan "Warm Companionship, Sharing Welfare Together," the county implemented a total of 40 detailed projects. Among them, the operation of the Happiness Cheongsong County Residents College, the revitalization of the Neighbor Village Welfare Center, and the operation of the 1,000-won taxi service to guarantee mobility rights for residents in areas without bus service were evaluated as exemplary flagship projects. In addition, by concurrently promoting suicide prevention "Life Keeper" training, which has been designated as mandatory statutory education starting this year, the county is also focusing on building a regional safety net.


An official from Cheongsong County stated, "We will further solidify the public-private cooperation network centered on the Representative Council to minimize welfare blind spots and continuously expand highly effective welfare policies that residents can tangibly experience."


In local welfare, the density of the delivery system, rather than the number of policies, determines outcomes. Attention is focusing on whether the council’s public-private cooperation functions can lead to identifying vulnerable groups and providing tailored support, and on how effectively the Cheongsong-style, everyday-life-oriented welfare model will be implemented.
