According to the Ministry of Foreign Affairs and others on the 22nd, the Russian Embassy in South Korea recently hung a large banner reading "Victory is ours" on the exterior wall of its building located in Jung-gu, Seoul. Although this slogan was widely used during World War II, concerns are being raised that it may evoke the ongoing Russia-Ukraine war, which has continued for nearly four years.


The Ministry of Foreign Affairs conveyed to the embassy its concern that the banner could create unnecessary tension among the Korean public or other diplomatic missions. However, the Russian side has reportedly not taken the banner down. Under the Vienna Convention, which stipulates the inviolability of diplomatic premises, it is difficult for the South Korean government to forcibly remove the banner.
