No-Confidence Motion Against Chairman Fails... "The Chairman Must Be Accountable and Explain to the Citizens"
An unprecedented situation occurred at the Goyang City Council in Gyeonggi Province, as Chairman Kim Unnam did not return to the assembly hall until midnight after declaring a recess during the plenary session. As a result, key livelihood-related agenda items and matters concerning the chairman's position were not processed and the session was automatically adjourned.

On the 30th, members of the People Power Party of Goyang City Council issued a statement, saying, "By not resuming the meeting after the recess, Chairman Kim Unnam fundamentally blocked the handling of the 'KINTEX Support Facility (S2) Site Sale Proposal,' a long-awaited project for Goyang's 1.08 million residents, as well as the 'no-confidence motion against the chairman.'"
The biggest casualty of this incident was the 'KINTEX S2 Site Sale Proposal.' This agenda item was considered urgent, as it was essential for securing funds for the construction of the third KINTEX exhibition hall and for addressing the shortage of accommodation infrastructure. In response, the People Power Party requested a recess in accordance with the Local Autonomy Act to bring the agenda directly to the plenary session and confirm the intentions of all council members. The chairman declared a recess, but after that, he did not resume the meeting, and the agenda was not even tabled for discussion.
It was not only livelihood-related items that were derailed by this incident. The People Power Party pointed out, "It is even more regrettable that the 'no-confidence motion against the chairman,' which was submitted to restore fairness in council operations, was defeated twice in a row."
The People Power Party has been pursuing the no-confidence motion, arguing that Chairman Kim Unnam undermined procedural legitimacy by arbitrarily interpreting meeting rules, bypassing standing committee reviews, and exercising his authority to directly table agenda items.
When the first no-confidence motion was submitted last December, the agenda was invalidated due to a clerical error in the documents. In this second attempt, the meeting was not even convened, so there was no opportunity to address the agenda item.
A representative of the People Power Party criticized, "By not resuming the meeting, the chairman has rendered both the 'S2 Site Sale Proposal' for the citizens and the 'no-confidence motion' for the council's self-correction function powerless. The chairman's failure to appear in the plenary session, where he should have presided, is an abandonment of the livelihoods of 1.08 million citizens."
The representative further emphasized, "The position of chairman is not one for evading responsibility, but for fulfilling it. The chairman's absence constitutes a neglect of duty, and this must be explained to the citizens."
