Gangnam District Publishes 'Tax Administration Storybook' Written with AI

Gangnam District in Seoul (District Mayor Cho Sungmyung) has published a tax administration performance report produced entirely using generative artificial intelligence (AI). On January 26, the district announced that it had released the “2025 Gangnam Dreamtax - Stories of Gangnam Tax Administration Delivered by AI” on January 23. The publication compiles research achievements and best practices from the tax department’s employee research club, Gangnam Dreamtax.

This book stands out for fully adopting generative AI from the planning stage. AI was used to summarize extensive research and case studies, and to reconstruct them in a narrative style, making the results easy and engaging to read. AI image generation tools were also utilized to create the cover and illustrations.


The book is divided into nine sections, including proactive taxpayer-centered administration, expanding fiscal resources through tax base discovery, and digital and AI-based innovative administration cases. As a result of the research, the book introduces a proposal to abolish the Intelligent Building System (IBS) additional rate and establish new tax exemptions. This proposal received the top prize at the Seoul Metropolitan Government Tax System Improvement Joint Workshop and the Minister of the Interior and Safety Award at the 2025 Local Tax Development Forum.


The AI utilization cases are also noteworthy. By leveraging generative AI and Python-based data analysis, the district identified 176 companies suspected of missing out on the “SME Employment Support Deduction,” resulting in a tax refund of 200 million won. Three types of “Gangnam District Customized Local Tax GPTS” based on ChatGPT were also developed, reducing the time required to search legal provisions from over 30 minutes to less than 10 seconds. For the first time in the country, the district integrated an “AI + Map (Digital Twin)” based permit and license system into the registration license tax assessment process, improving administrative efficiency by more than tenfold.


As the first autonomous district in Seoul to introduce the “Acquisition Tax Notification Talk,” the district provided targeted guidance to 891 people and identified cases of missed acquisition tax reductions for childbirth and child-rearing, resulting in a refund of 27 million won. By establishing a corporate investigation team, the district discovered 25.7 billion won in corporate tax base over a year and a half and achieved the highest property tax collection rate in Seoul (96.8%).


The district plans to distribute the book to tax departments and related organizations and release it as an e-book on the district office’s website. It has obtained an International Standard Book Number (ISBN) and a publication registration number from the National Archives, ensuring the book is listed in the National Library of Korea, Seoul Archives, and National Archives, making it accessible nationwide.


Cho Sungmyung, Mayor of Gangnam District, stated, “We have strengthened preemptive guidance to prevent taxpayers from suffering disadvantages due to lack of knowledge about the system, and have enhanced speed and accuracy by integrating AI and data-based administration.” He added, “I hope this book summarizing our achievements will be useful to many organizations.” He further stated, “We will continue to pursue tax administration that respects taxpayers and lead innovative policies nationwide.”
