Key Highlights Across Seven Sectors Including Jobs
Yeonggwang County in South Jeolla Province has published a booklet titled "2026 Changes in Systems and Policies," which provides an overview of new policies and changes to systems closely related to residents' daily lives for the new year.
This booklet was created to ensure residents' right to information and to help them avoid missing out on useful benefits. Specifically, it covers a total of seven areas: jobs and the economy; agriculture, forestry, and livestock; marine and environment; tourism, culture, and administration; welfare, population, and women; health and medical care; and safety and construction. The booklet presents both Yeonggwang County’s own initiatives and those implemented by central government ministries and Jeollanam-do in an easy-to-understand format.
Major new policies this year in the youth and education sector include support for university tuition fees (up to 2 million won per semester for out-of-pocket expenses) and assistance with driver’s license acquisition costs for young adults just starting their careers (300,000 won). These initiatives aim to foster local talent and help young people settle in the region.
In the agriculture, forestry, and livestock sector, measures to stabilize farm management include raising the annual public benefit allowance for farmers and fishers by 100,000 won to 700,000 won, and introducing a new agricultural machinery work agency service for small-scale elderly farms.
Benefits in the welfare and safety sectors have also been significantly enhanced. These include the operation of a "Basic Food Guarantee Corner (Just Dream)" accessible to any resident facing financial hardship, increased honor allowances for veterans and participants in military service, and expanded support for communal food expenses at senior centers, all contributing to a robust social safety net.
Additionally, the scope of coverage for the county-wide resident safety insurance has been expanded, and the parking violation notification service has been strengthened (notifications sent once immediately upon detection and twice, 10 minutes before enforcement), further improving residents’ safety and convenience.
The booklet also contains a variety of information in the economic and environmental fields, such as acquisition tax reductions for first-time homebuyers (special provisions for areas with declining populations) and the operation of a carbon neutrality point system.
Yeonggwang County plans to distribute the booklet at the county office’s civil service center, town and township offices, village halls, and related organizations. To ensure that more residents can easily access this information anytime and anywhere, it will also be posted on the official Yeonggwang County website, where online viewing and download services will be available.
A county official stated, "We have selected and compiled core content in this booklet so that no resident misses out on benefits due to a lack of awareness about changing policies and systems," adding, "We will continue to listen to residents’ voices and pursue practical, resident-centered administration that people can truly feel in their daily lives."
Meanwhile, a QR code linking directly to Yeonggwang County’s official social media channels (YouTube, KakaoTalk, Instagram, etc.) is included on the back cover of the booklet, allowing residents to receive county news more quickly and conveniently.
