Councilor Kim Hyungmi of Seo-gu, Gwangju Enacts Ordinance on Construction Site Management for Resident Safety

Addressing Pedestrian Safety, Dust Dispersion, and Noise Issues

The ordinance on the management of construction sites to support a safe living environment for residents of Seo-gu, Gwangju, which was sponsored by Councilor Kim Hyungmi at the 337th extraordinary session of the Seo-gu Council, was passed with amendments by the Social and Urban Affairs Committee.

This ordinance was established in response to growing safety concerns for pedestrians near construction and demolition sites, which have been increasing recently.

In particular, its purpose is to manage and improve pedestrian safety, dust dispersion, and noise issues occurring at construction sites near schools and apartment complexes, thereby creating a safer living environment for pedestrians.

The main provisions of the ordinance include: ▲ the establishment of a safety management plan that covers traffic flow and safety education plans; ▲ the creation of an advisory committee to review the appropriateness of construction projects; and ▲ the management of construction site environments and public roads.

Seo-gu Council expects that, with the enactment of this ordinance, risk factors around construction sites in the district will be eliminated in advance, leading to tangible results in securing pedestrian safety and preventing accidents.

Councilor Kim stated, "A moment of negligence at a construction site can lead to a major accident, so stricter standards are necessary," adding, "Through the enactment of this ordinance, including the establishment of safety management plans and advisory committees, we will enhance accountability at construction sites and thoroughly examine factors that threaten the daily lives of Seo-gu residents."
