The prosecution has requested a supplementary investigation into Shin Yonghae, former Director of the Correctional Headquarters, who is suspected of attempting to secure additional detention space within correctional facilities during the 12·3 Martial Law.
The Special Investigation Headquarters for the Three Major Special Prosecutors of the National Police Agency announced on January 20, "The Seoul Central District Prosecutors' Office has requested a supplementary investigation regarding the arrest warrant for former Director Shin," adding, "We will review the requirements and decide whether to reapply for an arrest warrant or proceed with an indictment without detention."
On January 12, the police applied for an arrest warrant for former Director Shin at the Seoul Central District Prosecutors' Office on charges including participating in a rebellion and other major offenses.
Previously, the special prosecutor for rebellion uncovered circumstances indicating that, during the period of martial law, former Director Shin checked the available capacity of detention centers in the Seoul metropolitan area under the instructions of former Justice Minister Park Sungjae.
It was reported that former Director Shin actually informed former Minister Park that "about 3,600 people could be accommodated."
The special prosecutor indicted former Minister Park on charges including participating in a rebellion, and the case against former Director Shin was transferred to the police in mid-December after the special prosecutor's term ended.
On January 6, the police conducted a search and seizure at the office of the special prosecutor for rebellion at the Seoul High Prosecutors' Office and secured additional materials related to the charges against former Director Shin.
