Largest-Ever Personnel Transfer Involving 1,600 Employees
Smooth Progress in Office Operations, Staffing, and System Setup
Hwaseong City in Gyeonggi Province is in the final stages of preparation for the launch of its new four-district office system next month, proactively conducting the largest personnel reshuffle in its history.
According to Hwaseong City on January 20, the city carried out a large-scale personnel transfer involving about 1,600 employees on January 16 to minimize any administrative service gaps ahead of the district office system launch. This is the largest personnel movement since the city was established.
On January 19, Mayor Jeong Myeonggeun held a tea meeting with the heads of the four district offices and key department managers, instructing each department to thoroughly prepare in advance and respond quickly in order to minimize inconvenience and confusion for citizens caused by the large-scale personnel changes and administrative restructuring.
The city also conducted an orientation for those transferred to Manse District Office and Hyohang District Office, reviewing ▲ the process of preparing for district office operations ▲ pre-opening preparations ▲ strategies for responding to citizens.
However, the city explained that due to the conversion of administrative system data in preparation for the opening of the district offices, issuance services for various civil documents using government systems such as 'Government24' will be temporarily suspended for two days from January 31 to February 1. The city plans to provide advance notice and guidance on alternative civil service procedures to minimize inconvenience for citizens.
The district office opening ceremonies will be held in sequence, starting with Manse District Office on February 2, followed by Byeongjeom District Office and Dongtan District Office on February 5, and then Hyohang District Office.
Manse District Office will be located at Hwaseong Sports Complex, overseeing Ujeong, Hyangnam, and Namyang-eup, as well as Mado, Songsan, Seoshin, Paltan, Jangan, and Yanggam-myeon, and Saesol-dong.
Hyohang District Office, located at 165 Choe Rubaek-ro, Bongdam-eup, will have jurisdiction over Bongdam-eup, Maesong, Bibong, Jeongnam-myeon, and Gibaedong.
Byeongjeom District Office, which will be responsible for Jin'an, Byeongjeom 1, Byeongjeom 2, Banwol, and Hwasan-dong, will be set up at the existing eastern city branch office. Dongtan District Office will be established at the current Dongtan branch office and will oversee Dongtan 1-dong through Dongtan 9-dong.
The city expects that, with the launch of the district office system, administrative processing will be handled within each living area, enabling immediate on-site responses to civil complaints regarding transportation, environment, and other daily matters, as well as the provision of customized policies for each region.
Mayor Jeong stated, "The opening of the district offices marks an important turning point for improving citizens' quality of life," adding, "Every public official will take responsibility for their roles and thoroughly check every detail to ensure that not a single citizen experiences inconvenience during the opening process."
