Donghae City Operates "Comfortable Base Consultation (Pyeon-An-Ta[tta])" to Bridge Youth Counseling Gaps

Donghae City in Gangwon Province is actively promoting the healthy development of youth and the expansion of their social roles, aiming to enhance youth capabilities and broaden welfare in line with the city's basic youth policy plan.

In particular, the city is supporting the healthy lives of young people by discovering and connecting local resources on-site and by building ongoing relationships with youth. Donghae City announced that, following last year, it will continue to operate the "Comfortable Base Consultation (Pyeon-An-Ta[tta])" in 2026 by securing regional base facilities for mobile youth counseling services.

The Comfortable Base Consultation (Pyeon-An-Ta[tta]) was established to provide smoother counseling services for youth who have difficulty visiting the center due to distance or inconvenient transportation. With increasing demand for counseling resulting from changes in family structures, such as multicultural and single-parent families, the city plans to proactively identify and support vulnerable youth and their families, address welfare blind spots, and strengthen community connections to improve accessibility to counseling services.

To achieve this, five regional base facilities have been secured: Bukpyeong Administrative Welfare Center, Buksam Administrative Welfare Center, Buksam Library, the General Social Welfare Center, and Loving Hands. Last year, counseling was provided to 58 youth and guardians. Each youth received more than five sessions, and each guardian received more than one session, resulting in a total of 1,368 counseling and support services delivered over 266 sessions.

Cheon Sujeong, Head of the Department of Physical Education, stated, "Through the '2026 Mobile Youth Counseling Regional Base' Comfortable Base Consultation (Pyeon-An-Ta[tta]) counseling rooms, which will begin in February, we will do our utmost to identify at-risk youth in blind spots and ensure tailored welfare resource linkage and support."
