On January 15, Hoengseong County in Gangwon Province announced the legislative notice of the 'Hoengseong-style Basic Ordinance on Happiness Income,' accelerating the introduction of the 'Hoengseong-style Happiness Income' initiative, which aims to return profits generated from local resources to county residents.

This ordinance bill was prepared in response to the escalating crisis of regional extinction, with the goal of establishing a stable income base for residents and sharing the profits from local renewable energy and resource circulation projects with the sovereign residents, thereby enhancing the region's economic self-reliance.


The core of this ordinance bill lies in building an 'independent economic model' that shares the benefits of renewable energy and circular economy projects with residents. In particular, by adopting a 'profit-linked model'-where the amount paid is determined by business profitability and fund reserves, rather than relying on the general budget-the county has ensured both the sustainability and soundness of its finances. In order to ensure the stable implementation of the system, the county plans to gradually expand the policy through pilot projects targeting specific regions or groups.


Additionally, Hoengseong County will enhance the professionalism of the policy by establishing a comprehensive plan for happiness income and making decisions on all aspects of system operation, including the review of profit distribution ratios, through a committee.


Do Manjo, Director of Planning and Budget, emphasized, "By returning the benefits of the energy transition to residents, we aim to overcome the crisis of regional extinction and realize tangible welfare."


This ordinance bill is scheduled to be finalized after the legislative notice period ends, following reviews by the Ordinance Rules Review Committee and the Hoengseong County Council.
