Support for Jeonse Deposit Return Guarantee Fees
Strengthening Residential Stability for Citizens
On January 19, Samcheok City in Gangwon Province announced that it is actively promoting the “Jeonse Deposit Return Guarantee Fee Support Project” to prevent jeonse fraud and promote residential stability for its citizens.
This project is a system that supports the guarantee fees paid by tenants when subscribing to jeonse deposit return guarantee insurance. It was established to reduce the financial burden on vulnerable groups such as low-income households, young people, and newlyweds, and to enhance the preventive effect against jeonse fraud.
In particular, Samcheok City has meticulously reviewed relevant laws from the early stages of the project, clearly guided eligibility requirements, and focused its administrative resources on minimizing inconvenience for citizens during the application and registration process. As a result, in 2025, the city supported guarantee fees totaling 1 million won for four households, achieving tangible results in residential stability.
In 2026, the project will continue based on a funding structure that combines national, provincial, and municipal budgets. Applications will be accepted throughout the year. The support targets are tenants without homes whose jeonse deposit is 300 million won or less. Young people and newlyweds can receive full coverage of the guarantee fee, while other eligible tenants can receive up to 90%, with a maximum of 400,000 won.
A Samcheok City official stated, “Preventing jeonse fraud in advance is far more important than responding after it occurs,” adding, “We will continue to develop policies that proactively address citizens’ housing insecurities and pursue effective construction administration that citizens can truly experience on the ground.”
