AI Pothole Detection and Shuttle Bus Route Reorganization for Welfare Facilities
Gangseo District in Seoul (Mayor Jin Gyohun) has selected five cases as 'Outstanding Proactive Administration Cases for the Second Half of 2025,' which preemptively addressed inconveniences in residents' daily lives.
The district reviewed 18 submissions from all departments and local community centers, ultimately selecting three cases in the individual category and two in the collaboration category. These cases are characterized by their proactive measures to resolve resident inconveniences across transportation, safety, welfare, and taxation.

First, the 'Big Data-Based Route Reorganization for Free Shuttle Buses for the Elderly' improved access to welfare infrastructure. Gangseo District entered a super-aged society in July last year and has the highest welfare demand among Seoul’s autonomous districts. Through big data analysis, on-site inspections, and feedback from users and disability organizations, the district discontinued four underutilized routes and established four new routes reflecting newly built welfare facilities, which have been in operation since January of this year.
In the area of road safety, the 'AI-Based Pothole Management and Response System' drew attention. For the first time among Seoul’s districts, Gangseo installed artificial intelligence (AI) video detection cameras on all seven village bus routes to automatically detect and analyze potholes while in operation.
This shifted the approach from handling over 1,000 annual pothole complaints after they were reported to a preventive system. Now, potholes can be detected within one hour of occurrence and emergency repairs can be carried out within an average of 12 hours. By utilizing the Seoul Metropolitan Government’s integrated server, the district also saved approximately 638 million won in budget.
Other selected cases include the district’s initiative to proactively correct detailed addresses for 475 new apartment units, the 'Pilot Project for Integrated Support of Medical, Nursing, and Community Care' which established ordinances and a cooperation system ahead of the enforcement of the 'Act on the Integrated Support of Community Care including Medical and Nursing Services,' and the production of an electronic local income tax filing guide video for new business operators in the Magok District.
The district provides incentives such as reward leave to outstanding public officials and shares these best practices with residents through card news. The selected cases can be found on the Gangseo District website.
A district official stated, "We focused on identifying areas where the administration can act before residents experience inconvenience," adding, "We will continue to discover and implement proactive administrative measures that can be felt on the ground."
