Initiatives to Improve Working Conditions for Frontline Staff
On January 18, Gumi City in North Gyeongsang Province announced that, starting in 2026, it will provide comprehensive health checkup support worth 200,000 won per person every other year to help social welfare institution workers manage their health.
This policy reflects the physically and mentally demanding nature of their work and is the first of its kind to be implemented in North Gyeongsang Province.
The "Health Checkup Support Program for Social Welfare Workers" is centered on covering additional examination items such as endoscopy and CT scans, in addition to the basic checkups provided by the National Health Insurance Service.
The city plans to officially launch the program in March 2026 after signing agreements with local medical institutions.
The project budget is approximately 180 million won, and about 900 social welfare workers are expected to benefit from the program each year.

Eligible recipients are those who work at least 40 hours per week and have been employed for more than one year at social welfare facilities, corporations, or organizations, and who are designated as health checkup recipients under the National Health Insurance Act (those born in even-numbered years).
Kim Jangho, Mayor of Gumi, stated, "The health of social welfare workers is directly linked to the quality of welfare services," adding, "We hope this program will help improve working conditions for those on the front lines."
Since 2023, Gumi City has implemented various measures to improve the treatment of social welfare workers, beginning with the introduction of welfare points, as well as supporting accident insurance premiums, family care leave, health checkup leave, long-term service leave, and paid sick leave. The city plans to continue expanding practical support policies for workers by reflecting on-site needs.
