Cheonho 3-2 District to Build Up to 23 Floors, 421 Units... Construction Targeted for 2029 [Real Estate AtoZ]

Multi-Level Public Parking Lot to Be Built Beneath the Apartment Complex

An apartment complex with up to 23 floors and 421 units will be developed in the Cheonho 3-2 District near Cheonho Station on Subway Lines 5 and 8. The project aims to begin construction in 2029.

The Seoul Metropolitan Government announced on the 16th that the Integrated Review Committee for Urban Renewal Projects has given “conditional approval” to the “Cheonho 3-2 District Housing Redevelopment Project.”


The project site, which is adjacent to the Gobundari Traditional Market and a public library, boasts strong infrastructure. However, it is also an area in urgent need of residential improvement due to aging houses and sloped roads in the hilly terrain, which pose challenges for fire safety and similar situations.


The Cheonho 3-2 District will be developed with six buildings ranging from three basement levels to 23 above-ground floors, totaling 421 units (including 74 public housing units). A public parking lot with 77 spaces and neighborhood living facilities will also be included. The floor area ratio will be 213.76%, and the building coverage ratio will be 25.81%.


The project had seen little progress due to a lack of profitability, but after the Seoul Metropolitan Government established a fast-track integrated plan in 2021, the area was designated as a redevelopment zone in July 2022. At the end of 2024, SK Ecoplant was selected as the contractor. Redevelopment projects are also underway in the neighboring 3-1 and 3-3 districts, and the city has strengthened interconnections between sites by preparing an integrated plan that takes surrounding business areas into account.

The city has enhanced its public contribution by addressing the local shortage of parking spaces. A multi-level public parking lot will be constructed beneath the apartment complex, improving convenience for traditional market visitors and alleviating parking difficulties for nearby residents.


A public pedestrian passage will be created within the complex to improve the walking environment for students of Cheonil Elementary School and local residents. On the side facing Jinhuang-ro, neighborhood living facilities will be arranged to reflect the significant elevation difference of the terrain.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, “With this integrated review, the redevelopment project in the Cheonho-dong area has gained momentum, and we expect to receive project implementation approval by the end of this year and begin construction in 2029. We will actively contribute to revitalizing the local community by utilizing regional resources and providing facilities needed by residents.”
