Of the 88 pledges made by Jung Hyun Park, Governor of Buyeo County, during the 8th popularly elected term, 86 have either been completed or are in the stage of ongoing implementation, resulting in a pledge fulfillment rate of 97.7%.


Governor Park, who has received the highest grade (SA) from the Korea Manifesto Center for four consecutive years, has consistently emphasized that "pledges are promises to the residents that must be kept."


According to a comprehensive report by The Asia Business Daily on January 15, 2026, 16 out of the 88 pledges have been completed, and 70 have entered the stage of continued implementation. Only two projects remain in the stage of normal progress.


This is not a one-time achievement; rather, it is highly regarded for the quality of fulfillment, as policies are being structurally established across agriculture, economy, welfare, tourism, and education.


Governor Park received the highest grade (SA) for four consecutive years: in 2021 and 2022 during the 7th term, and in 2024 and 2025 during the 8th term. This comprehensive evaluation, which covers pledge fulfillment, goal achievement, resident communication, information disclosure, and pledge consistency, places Buyeo County among the highest-ranking local governments nationwide.


Governor Park has defined pledges not as mere declarations but as administrative tasks that must be executed, managing all pledges by linking them to budgets, annual plans, and performance indicators. He has led a quarterly monitoring system, immediately adjusting delayed projects and expanding those that show results to ensure effective county administration.


In particular, he has structured the pledges so that they do not simply end as "completed" but can continue as "ongoing." Most key pledges, such as strengthening agricultural competitiveness, attracting businesses, expanding tourism infrastructure, and improving the welfare system, have been designed as mid- to long-term policies to ensure stability regardless of changes in administration or budget.


Buyeo County has exceeded its targets for business attraction and job creation, while youth employment and startup support projects are contributing to population inflow in the region.


In agriculture, the spread of smart farms and improvements in distribution structures have strengthened the income base for farming households. In welfare, elderly care and support systems for children and people with disabilities have been expanded. In culture and tourism, the Baekje Cultural Festival and stay-type tourism policies have led to increases in both tourist numbers and local consumption. Educational, lifelong learning, and scholarship programs are also being operated stably.


Governor Park regularly visits project sites to identify issues firsthand and immediately incorporates feedback from residents and public officials into policy.


He stated, "Pledges are not political promises but commitments to the residents," and added, "I will take full responsibility to ensure that every pledge is fulfilled in the lives of the residents during the remainder of my term."
