Laying the Groundwork for Apartment Development
Yangpyeong County in Gyeonggi Province (Governor Jeon Jinseon) held a community briefing session on January 13 in the second-floor conference room of the Yangpyeong-eup Office, aiming to build consensus among residents for the designation of the Gongheung 3-ri Small-scale Housing Maintenance Management Area and the establishment of a management plan.

This briefing session was organized as a preliminary step for the systematic promotion of small-scale housing maintenance projects that will allow private sector participation in the future. More than 60 local residents attended, listened to explanations about the system and sample management plans, and actively engaged in a Q&A session to discuss the feasibility of the project and future procedures, demonstrating high interest and expectations.
At the event, Dr. Lee Hyunsoo from the Korea Real Estate Board explained the overall system and project structure of small-scale housing maintenance management areas. Dongmyung Engineering Consultants Co., Ltd., which is currently conducting a feasibility study for the project, provided guidance on specific development directions and applicable project types, focusing on the sample management plan for the Gongheung 3-ri area. This served as an opportunity to enhance understanding of the system not only among residents but also among potential private sector participants.
A small-scale housing maintenance management area refers to a designated and publicly notified region where a management plan is approved to systematically and efficiently promote small-scale housing maintenance projects by expanding maintenance infrastructure and shared facilities. This designation targets areas where old or deteriorated single-family and multi-family homes are mixed with new buildings, making large-scale redevelopment difficult.
A management plan can be established for areas less than 100,000 square meters where more than 50% of the buildings are old or deteriorated. Once designated as a management area, various institutional incentives are provided, including the relaxation of requirements for street housing maintenance projects, the easing of building regulations such as upgrading land use zones, and national funding support for infrastructure installation.
Yangpyeong County plans to establish a draft management plan for approximately 85,000 square meters in the Gongheung 3-ri area and request approval from Gyeonggi Province by the end of this year. Upon approval, the area, which is currently a Type 1 General Residential Zone, will be upgraded to a Type 2 General Residential Zone, making it possible to pursue street housing maintenance projects that allow for apartment development. As a result, conditions for private developers to participate are expected to improve significantly.
An official from Yangpyeong County stated, "The establishment of the management plan for Gongheung 3-ri marks the starting point for redeveloping densely packed, low-rise, aging residential areas in Yangpyeong’s urban center. With the public sector proactively establishing the management plan to reduce project uncertainty, we hope that active participation from private developers will lead to a planned and stable improvement of the residential environment."
