The Central Labor Relations Commission, which has emerged as a key institution for the Yellow Envelope Act (amendments to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act), will operate a "Task Force for Implementing the Revised Trade Union Act" to refine its guidelines before the law takes effect. The Economic, Social and Labor Council will form a citizen participation group to facilitate public discussion and establish regional social dialogue promotion teams to activate local-level discussions.

The Ministry of Employment and Labor held a "Policy Meeting among the Ministry of Employment and Labor, the Economic, Social and Labor Council, and the Central Labor Relations Commission" on January 13 at the Economic, Social and Labor Council’s main conference room in Jongno-gu, Seoul.


This meeting was convened to discuss collaboration strategies for delivering tangible results to the public, based on the Ministry's work report presented on January 11. During the meeting, the Ministry of Employment and Labor, the Economic, Social and Labor Council, and the Central Labor Relations Commission built a policy consensus to address major social transitions such as population decline and changes in artificial intelligence (AI) technology, as well as to resolve issues like labor market disparities.


The Economic, Social and Labor Council plans to promote "Social Dialogue 2.0," which aims to contribute to balanced growth and the reduction of disparities. In this process, it will identify public consensus-driven agendas that require the achievement of common national goals and problem-solving. To foster public discussion, a provisional citizen participation group will be established, along with regional social dialogue promotion teams and a social dialogue academy (both provisional) under its umbrella to address key issues in each region and industry.


The Central Labor Relations Commission will focus its resources on ensuring the effective implementation of the Yellow Envelope Act. Starting this month, it will operate a task force for two months to devise implementation plans for the revised trade union law, with participation from labor, management, and public interest commissioners. Through this, the commission will refine practical guidelines for adjudication and mediation to enhance predictability. It will also establish and operate a new dispute mediation committee to resolve conflicts involving special employment and platform workers, and implement a continuous mediation support system.


Minister of Employment and Labor Kim Younghoon stated, "Going forward, let us continue to cooperate so that the Economic, Social and Labor Council can establish workplace democracy through social dialogue in response to complex crises, and the Central Labor Relations Commission can enhance the credibility and expertise of labor dispute resolution, thereby achieving changes and results that the public can truly feel."
