Kim Dongyeon, Governor of Gyeonggi Province, visited Gunpo City, which was the first among the first-phase new towns to be designated as a special maintenance zone, and pledged to actively support the smooth progress of redevelopment projects for aging planned cities within the province, including Gunpo Sanbon.
At the "Resident Communication Meeting for the Leading District of Aging Planned Cities in Gunpo Sanbon" held at Gunpo Veterans Hall in Gunpo City on the 13th, Governor Kim said, "Fifteen leading districts have been designated in Gyeonggi Province, and we will do our best to make Sanbon 9-2 and 11 complexes exemplary leading district projects."
He continued, "I visited the Ministry of Land, Infrastructure and Transport four times for the redevelopment of first-phase new towns and sent letters to members of the National Assembly, among other efforts. In December two years ago, the special law was passed. While general reconstruction and redevelopment usually take about 10 to 15 years, the passage of the special law has shortened this to about six years," he emphasized.
He added, "In December two years ago, the provincial government approved the basic plan requested by Gunpo City, and by the end of last year, Gunpo City had completed its official announcement, so I believe all preparations to start the project are finished. Gyeonggi Province will work together to create the future city of Gunpo Sanbon."
Previously, in December 2024, Gunpo City designated the Sanbon 9-2 and 11 districts as special maintenance zones under the "Special Act on the Maintenance and Support of Aging Planned Cities." The Gunpo Sanbon Basic Plan for Aging Planned City Maintenance was approved in December 2024, and it was designated as a special maintenance zone just 12 months later.

This reduced the period from basic plan approval to special maintenance zone designation by about 18 months, compared to the usual period of over 30 months. Each of the two districts will be redeveloped as large-scale complexes with 3,376 and 3,892 households, respectively.
The shortening of the project period was also made possible by Gyeonggi Province's prompt handling of each city and county's basic maintenance plans through several preliminary procedures, such as working-level consultations, prior consultations, and expert reviews, following the enforcement of the "Special Act on the Maintenance and Support of Aging Planned Cities" in April 2024. In the case of Gunpo and Sanbon, Gyeonggi Province worked with Gunpo City to reduce the basic plan approval process, which usually takes six months, to just one month, approving it in December 2024 and minimizing factors that could delay the project.
With the designation as a special maintenance zone, the next steps will include forming a residents' representative council, selecting a contractor, and conducting integrated reviews for project implementation approval.
Meanwhile, all five first-phase new towns in the province-Bucheon Jungdong, Gunpo Sanbon, Anyang Pyeongchon, Seongnam Bundang, and Goyang Ilsan-established their basic maintenance plans between 2024 and 2025.
